My ipod 4g screen has cracked i dropped it again and the my whole screen feld out and the on the top part of the ipod snaped the yellow cord i can fix it help me please is it possible for me to get it fix or i have to buy a whole new one?

Apple will exchange your iPod for a refurbished one for this price. They do not fix yours.

Screen protectors are for protection against scratches, not for protection against the iPod being dropped. As to the case, you may wish to take this issue up with the case manufacturer, though again, most claim protection only against scratches and mars, not against being dropped. Either way, such damage is not covered by the devices. warranty.
As to cost, Apple does not repair iPods, but will replace the entire iPod for a flat fee; see the Repair Pricing section here (as also mentioned by Limnos):

There are independent iPod repair services that may be able to replace the screen for less. Do a web search for "ipod repair". Note, though, that if you elect to have the iPod serviced by an unauthorized shop, all further warranty will be void.

Sometimes I cannot bring up iTunes when I click on the icon. Have even gone to the START Menu and clicked on that icon but it still wont work. The only way I can fix it.....sometimes.....is if I reboot. Please help me 8-) Thanks

Living in Japan and I'm an American who just signed up with Soft Bank the phone service here and spent a TON of money on an iPhone. I can't figure out how to connect my bank account at home to my app account so I can Skype my family. Please help!!!! I don't have a credit card nor do they gove debit cards to foreigners here, or at least it's really hard so I'm using my bank at home and still have a debit there. My phone number is 8 numbers plus the country code which is strange! Another thing is I was given a phone email that I was told to use for texting but I'm not sure how that works!! This is how I do it: With all the video & still's in the time line, I click on each (even if I have to use the command key and click on each file). When each file is active I go under SHARE- go to EXPORT MEDIA- I use the Apple Pro Res codec 4:2:2. If you do not click on each file in the time line it will not be exported out.

Being a 2009 model, it is likely the battery is worn out. Take it to a service center and have the battery replaced.

All content is tied to the account that purchased/downloaded it, and you can't copy or transfer them to other accounts - she should still be able use those apps if they are on the computer's iTunes that she syncs her iPod to.
