My iPod has four green lines in the middle screen and a loading circle and will not let me do anything, it happened after I tried to quit from itunes.

- Reset the iPod.
Reset iPod touch: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Connect the iPod to your computer and try to restore.
- If screen is still on, let the battery fully drain. After charging for an hout try the above again.

Have you tried a hard reset of the iPod? To do this, press and hold both the Select (Center) and Menu buttons together long enough for the Apple logo to appear. This may or may not work the first time around, so be sure to try this troubleshooting procedure at least 3 times.
And if nothing else, let the iPod's battery fully drain and then connect it to a power source to charge back up.

My ipod reads Ipod disabled connect to itunes. When i connect to itunes a box appears on the computor screen and will not access the ipod and says it has a passcode and will not let me try to enter a passcode into the ipod? What can I do?

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

Is your device recognized by your computer? If yes, copy the pictures and videos as shown in this article:
Copying personal photos and videos from iPhone, iPad, or iPod touch to your computer
If it is not recognized, try this first: iOS: Device not recognized in iTunes for Windows
Disable autosync in iTunes, right click on it in the device list and choose "transfer purchases" to copy apps and other media bought in iTunes to your new library.
Do the same again and choose "backup", to create a manual backup without syncing.
Since your device will be erased due to the new iTunes library during the first sync, you can use this backup afterwards to restore your settings and data.
Set up at least one contact and event on your computer before you start, to be able to merge calendars and contacts. -
Running Vista operating system. During updates to my system, Itunes cannot open due to files missing and will not let me re-download it or open/save it. Cannot play my music or open Itunes at all.
On the new computer launch iTunes.

I try shutting down my mac but it says that it cant because "Mail" is open. so i try quitting mail but it will not let me!
Force quit Mail app. Apple logon in the menu bar select Force Quit. A dialog window will open select Mail.app and click the force quit button.
If that doesn't work hold down the power button until the system turns off. Then press it again to restart your Mac. -
