Place your device into recovery mode and then restore.

Also set your iPod up as a new device, rather that restoring from a previous backup.
Note: All user content on the device will be erased.

You may not be able to get a refund, since the terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

It's possible they'll make an exception for you, particularly if the problem was on their end preventing the movie from downloading in a reasonable time.

You cannot change your Apple ID. You can get a new one if you want, but all of your Apps and media are linked to yoru old Apple ID. And no, Apple won't transfer your old ID purchases to yoru new ID.

My Ipod touch screen has gone white with bright white spots on it. I have restored it and it shows in ITunes but the screen is still white. Is there anything I can do? If you still have problems after restoring the iPod to factory defaults/new iPod then you very likely have a hardware problem. I would make an appointment at the Genius Bar of an Apple store.
