What makes you think you are getting charged?
Many free apps have paid in-app purchases.
Also, there maybe a temporary charge on the account. See:

    You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    The day before, I tried to download Free App, Which is "Sky Call". As the Downloading was processing, iTunes wanted me to keep registering Account to verify my statement. I thought It wouldn't charge any money because "The app" was definitely "For Free", so I just filled my name , address , even my card number as it requests. Right after I pressed the button "Done", iTunes charged me $1..?! OMG...
    I know Just $1 isn't big deal.. ,However, The point is iTunes had to ask me about agreement before it charged. If I knew that i gotta pay for it, I wouldn't keep going that Installation on the phone. I am so confused what is going on... Even though $1 might be service charge, The Apple should have got agreement from the customer! Basically, That is Duty Customers have to know.

    Apple isn't charging for a free app, it is verifying the bank card that it exists and has available funds. The charge will fall off the account without completing.

    You're asked to verify your payment information as a security precaution, even if you're only downloading a free app. If you're being constantly asked to verify, however, not just once in a while, go here:

    and follow the instructions to report the issue to the iTunes Store.

And the service center said that they don't cover that center part of the ipod so they're asking us money before they can fix it. We bought the ipod last december 8, 2010 and we brought it to the service center last april, 2011 here in the philippines. And until now they're not fixing it because they're asking us to pay half the price of the item which is 8,040 pesos..

    If what you previously bought is an iOS application, ensure that you’re signed into the iTunes Store with the Apple ID you used to buy it, or sync the device with an iTunes library which contains it.
    If what you previously bought is a Mac OS X application, you can’t. The developer needs to create the two versions separately and may choose to charge for both.

When I restore it from the computer it will turn off, and go through the restore process then the same white screen pops up saying "Please restore iPod from computer" I'll get on the computer it says it dectects a ipod in recovery mode. I have restored it 5 times and the same thing keeps popping up. does anyone know whats wrong?

    Try this (and ignore the troll).
    Click on control panel/admin tools/computer management/disk management/right click on the iPod to re-assign the drive letter.
    Choose something lower down the alphabet, say 'M' or something similar.
    The iPod can be confused by any other storage devices assigned a similar drive letter even though they may not connected at the same time.

    As with any other warranty for any other product, damage is not covered.
    You would have ot pay for the repair.

    Not as long as you sync with the same iTunes account. The iTunes terms allow you to use that App across as many devices as you own, using the same iTunes account

    You can create a new Apple ID without using a credit card for download free apps by following this guide: http://support.apple.com/kb/ht2534.  Follow it exactly as writtien.  Note that you have to download and try to install a free app and then create the ID.
