Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

It sounds like you don't have permission to open those files under your account. Get someone with access to the admin account to double check the permissions on your account.

I would like to update the apps on my computer so somebody please help.
Go to the featured tab of the App Store and swipe down to the bottom. Tap on your Apple ID. Tap View Apple ID in the pop up window. Then enter your password. Go down to County/region in the next pop up window and change the store in there - if it doesn't change automatically for you via a message from iTunes.

Is your iPod jailbroken? If so, that could be causing the problem. It shouldn't, but it could.
Also, you can download free applications for your iPod Touch from the iTunes Store on your computer, or from the App Store on your iPod Touch. -
