There is this code thing on my start screen and sometimes when i turn it on it stops what its doing and restarts from there and it happens all over again what should i do?

Try the following:
- Reset. nothng will be lost.
Reset iPod touch: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Restore from backup
- Restore to factory defaults/new iPod.

I have reset the phone, full firmware restore, even downgraded back from firmware 4.2.1 to .3.1.3 official by using dfu mode and still doesnt fix.
(i correctly got out of dfu mode after the downgrade)
i can enter dfu mode and recovery, and update through itunes with no problem, but it doesnt fix the problem,
i have searched and found no answer to this problem, every option availible to try that i know of i have tried and failed. i dont care about preserving my content i just want a fix. i have a good understanding how to operate software on a computer and shouldnt be too confused by any advice given, so plz even if the answer is very complex i wish to try anything, please help me to get my iphone working.

Anyone have any suggestions? or is everyone else just as clueless as me !

Could be two things:
- It is on a screen and you can't find it. Try using the Spotlight search feature and search for Safari.
- Somehow the restriction for Safari got turned on. If on Safari is hidden and will not appear on the iPod even via search. Go to Settings>General>Restrictions.
- Also try resetting your iPod?

Try to force your phone into recovery mode. Disconnect it from the computer's USB cord. Turn it off if you can by holding the sleep/wake switch until you see the red slide to off. If you can't turn it off, please continue. Press and hold the home button while plugging it into the computer's USB cord. Continue holding the Home button while iPhone starts up. While starting up, you will see the Apple logo. yes and i have actually tried turning off my ipod and leaving it off for a while then come back to it later and it still wont let me get into my apps. the only apps i have access to is my music, safari, email, photos, and basically all the apps that was already on here. but like my photoshop, temple run and apps that i downloaded from the app store will not open for anything. i must say though that after i moved out of my parents house and lived with my aunt and uncle and my mom brought the rest of my belongings to their house for me, they deleted my itunes account beacuse now i cant log in to itunes anymore and also i havent updated it in a while but still, i've never had this problem before even tho i havent updated it and got my account deleted, so why am i all of a sudden having this problem with my ipod touch??????

but I suspect your going to first have to create a data recovery drive
Create a data recovery, undelete boot drive
to get your data off the machine,
then do a #20 to eliminate the bad sectors as that's why your getting the "pinwheel" it's getting a delay reading from the drive, right when your trying to log in too, what a bad spot for it to happen.

I need to downgrade my ipod touch 2nd gen Mc model back to 3.1.3 because that is what my default firmware was when i first bought it. iOS 4.2.1 is slow on my ipod, is there a way maybe if apple can reset my ipod touch back to 3.1.3?

A restore will always install the latest available software.
Again, there is NO legit way to go back at all.

I use it when I work with final cut pro, and this problem it's becoming huge and changing my workplans....
It can turns off also 10 times in two hours.
In many forums I read that the CPU temp could be the problem, but I've checked it and It's always around 62°-68°....
In some others they say that the new RAM could be the problem too.
Is anybody able to help me? (Underneath you can check the Panic Report and my mac informations)
