it should deduct any money for updating applications as you had already bought them.. id try changing the credit card to a different one. even if there is no money on it... i think it has to have at least 1 cent, or you could change your credit card status thing on there to "none" and all the credit card stuff goes away.

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

It is not tied to your Apple ID age. It is controlled by Restrictions. Settings>General>Restrictions.

Cannot update free app without updating my credit card information! Says I am using new device to connect with app store ? This is not true as I'm using and have always been using my I phone. And why do I need to provide credit card info for free app?

Change your payment information to none on your iphone, goto settings > store , tap on your apple ID , tap view account , tap payment type , change to none.
This is all provided that you don't owe itunes any monies, if so then attach a credit card or itunes gift card and pay your arrears.
Free app or paid app, you will not be able to use your apple id until you settle one of the above.

I just received a new iphone and want to try out some of the free apps on the app-store. i'm used to being able to download free apps w/o itunes within the Droid enviroment. This seems complicated with having to install itunes, and having to enter credit card/pay-pal information just to be able to use some 'free' apps. Have you already established an Apple ID, or are you balking because of the credit card issue? It is my understanding that you can get the Apple ID by specifying NONE when they ask for the credit card information. You should then be able to download free stuff.
Later, if you try to buy something, you will then need to provide a method of payment. One alternative may be to add a gift card to your account. I've seen them for sale at Walmart. That way you can buy things without any worry about someone stealing your credit card information.

I've seen iPhones were there's an option were it says "none" instead of giving a credit card information, but I can't see that option on my computer. Is that option available from a computer? Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)
