My itunes libary says its on another computer and it isn't

I have gone to sync some new songs and as i have logged in my playlists have all gone. When i try to connect and sync it says the libary is on another computer which it isn't as this PC im using is the PC my ipod is connected to. How do i get it back?

That message means itunes cannot find the special database file it was using before.
the default path for XP is C:\Documents and Settings\username\My Documents\My Music\iTunes\iTunes Library.itl
If that ITL file gets deleted, corrupted, damaged, etc - then itunes builds a new one and it will know your ipod never synced to it before.
The music is probably still on your PC. Unless you have a backup of that ITL file, you are going to have to rebuild the database and sync your ipod to it.
Just be careful - if you sync your ipod to a blank itunes, it will wipe the ipod.

If You Are Locked Out Or Have Forgotten Your Passcode or Just Need to Restore Your Device
1. iTunes 10 for Mac- Update and restore software on iPod, iPhone, or iPad
2. iPhone, iPad, iPod touch: Wrong passcode results in red disabled screen
3. iOS- Understanding passcodes
     If you have forgotten your Restrictions code, then follow the instructions
     below but DO NOT restore any previous backup. If you do then you will
     simply be restoring the old Restrictions code you have forgotten. This
     same warning applies if you need to restore a clean system.

If you need to restore your device or ff you cannot remember the passcode, then you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and re-sync the data from the device (or restore from a backup). Almost a year later and I'm experiencing this exactly situation now.
I was in the middle of the process of data migration from iPhone 4 to 4S and due to really slow download speed restoring iCloud backup, I interrupted the process and started a new full restore process through USB and iTunes (reset all setting and configurations on the 4S and did a local machine backup of the old 4 and asked to restore from that).
After a full successful restore process, I'm trying to delete the old iPhone 4 2GB backup in iCloud and the error message saying that "this backup cannot be deleted because its being used to restore another device, or backup is currently in progress".
Of course I ran out of spece (iPad, old iPhone 4 and new iPhone 4S backups) and I tried everything, disabling iCloud, deleting from my MBP, from iPad, and no success.
I cannot restore the old 4 and deactivate iCloud backup because I don't have this phone anymore, probably it's already in use by another person.
PS: iOS6, Mountaing Lion

Sounds like you live in Canada and are buying apps. Gift card in Canada can only be used for music and movies, not apps. The apps will use the credit card instead.

Yes, so what's confusing... Did you not restore the backup of your data, contacts, pics, apps, music, etc. to the new hard drive after you replaced it or reformatted it or whatever you did? If so, then you can just sync your data back.
If not, please try searching the forum. This has been addressed hundreds of times here.

Yes, I was aware of this but the phrase "Any items imported from audio CDs or acquired from other sources will not copy from your device to the iTunes library." is what worries me. Will this eliminate my Notes, Calendar Events, etc or will it apply mostly just to the music?

Can be any song, any time, same song will play if I select it again. Bit of a bummer itunes is the main thing I use (macbook pro jukebox).

Most likely culprit is your Lacie drives which are notorious for flaky power supplies which cause just the sort of erratic behaviour that you describe. Have had similar issues myself. Lacie has been good about replacing my power converter-- twice. If you have seven of them, good luck finding the bad one or more. Like I said, the behaviour is erratic. Sometimes it'll work sometimes not. I can't comment on Samsung drives because I've never used them and have never heard anything about them. Same with Softraid. Why not just use Disk Utility. Sounds like you're ready for an external hardware raid. This will be much faster, much more reliable, and may even be cheaper than seven firewire drives. Check out G Tech, and Maxx Digital for starters.

Let's try a standalone Apple Application Support install. It still might not install, but fingers crossed any error messages will give us a better idea of the underlying cause of the issue.
Download and save a copy of the iTunesSetup.exe (or iTunes64setup.exe) installer file to your hard drive:

Download and install the free trial version of WinRAR:

Right-click the iTunesSetup.exe (or iTunes64Setup.exe), and select "Extract to iTunesSetup" (or "Extract to iTunes64Setup"). WinRAR will expand the contents of the file into a folder called "iTunesSetup" (or "iTunes64Setup").
Go into the folder and doubleclick the AppleApplicationSupport.msi to do a standalone AAS install.
Does it install properly for you? If so, does iTunes launch properly now?
If instead you get an error message during the install, let us know what it says. (Precise text, please.)

Just to confirm on the screen of the iPhone do you see the itunes symbol with a cable pointing up to it?. If you do then your iPhone is inrecovery mode and would require you to restore it.
Now first you want to make sure iTunes is up to date and the cable you are using is not damaged. You also want to make sure iTunes is up to date.
Now if you get an error message then follow the article below to find out what causes the issue:

In terms of the iPhone 3G that is definitely not able to update to iOS 7. Only the iPhone 4 and larter can update to iOS 7.
