Force the phone into recovery mode & restore from your most recent backup:
Turn your phone off. Leave the USB cable connected to your computer, but NOT your phone, iTunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen. You may now release the home button. iTunes should now display that it has detected your phone in recovery mode, if not quit and reopen iTunes. If you still don’t see the recovery message repeat these steps again. iTunes will give you the option to restore from a backup or set up as new. Follow this by syncing your content back to your phone.

I tried deleting my account and creating a new one as suggested but now I get a sync error saying the recovery keys don't match. Also is there a way to export my bookmarks from my mobile device?

If you have lost your recovery key then unfortunately there is nothing to do, it can be regenerated but that will cause all data in sync to be deleted. You could try syncing your phone, then disconnecting it from sync, create a new sync account and connect your phone to send the data to that account, but there is a potential for the data to be lost there as well. sorry.

Prevent automatic syncing one time, without changing settings: Open iTunes. Then, as you connect iPhone to your computer, press and hold Shift-Control (on a PC) until you see iPhone appear in the sidebar. Then, use iTunes File menu > Transfer Purchases from XXX's iPhone. This will transfer your purchased items.
For your other stuff you will need a 3rd party utility. Find discussion of them here

The simplest solution would to restore from your back up - https://discussions.apple.com/docs/DOC-4112
If you do not have a back, you can select first track on list in song view, from menu > edit > select all. Next ctrl+click and select download from pop up. You may wish to do this in small batches as it will take some time to download.

Lion uses Recovery to reinstall OS X. Press Command and R keys when your Mac starts, open Disk Utility, erase the drive and reinstall Lion. The other Mac has probably got its hard disk damaged, so take the Mac to an Apple Store

If by "charger," you mean the USB docking cable, you need the original cable (or a compatible third-party replacement cable). A cable that is for the current 4th gen (and 3rd gen) shuffle does not work with a 2nd gen shuffle, because the connector is different.

There are third-party products that work, but make sure it is described as being for the 2nd gen shuffle. And I would avoid the ones that just seem too cheap, because there are likely to be quality issues.

We share 1 computer but we have different user accounts on the computer.

Adding media directly to the media folder does not make it appear in the library. iTunes doesn't really 'look' at that folder except to go to specific files when you call upon them from a library. You have to drag new content to each user's library, that is assuming each user has their own library.
