How can I enter my serial to repair this?

You can't. You have the wrong version of Lightroom installed.
Uninstall the Creative Cloud version and download and install the Perpetual License Version. It will accept your serial number.

I only had it on one other computer before I added it to this second computer, and I understand we get 3 copies. There should not be any issues. I need an answer ASAP.. actually pretty shocked that there is no immediate customer service that I can contact for a problem like this.

    If the develop module is disabled then you have downloaded and installed Lightroom from the creative cloud. It cannot be licensed with a serial number. It requires a creative cloud subscription, and is activated and kept active with your Adobe ID and password. That version will not work on your computer and will have to be uninstalled. Then you can install from one of these two links:
    Adobe - Lightroom : For Windows : Adobe Photoshop Lightroom 5.7.1
    Adobe - Lightroom : For Macintosh : Adobe Photoshop Lightroom 5.7.1
    This will have no impact on your catalog or your images. After you install from the right website you will be able to continue where you left off.

    I have reported this problem to support and they have taken some log files from my computer. I am still waiting for a fix or at the least, an update!
    In addition to this I have tried the following:
    Removed and reinstalled creative cloud manager and Lightroom. Problem remains!!
    Deinstalled lightroom and reinstalled from the link suggest on this forum. While this restored the Develop module, the basic tab was missing!!
    What is going on?????
    Adobe, I am not happy. I have had no update from your 24 hour support team and I have work to do.
    I have had to resort to using Capture One software and I like it a lot. That said, my subscription to you is renewed automatically every month and when it counts you have failed me.
    Please fix it or update me with the progress

    If you purchased the Perpetual Licensed version of Lightroom and received a 24 numeric serial number you will have to download the correct version from the link below.
    Before doing the new installation you will have to uninstall the existing version from your computer (it is the Creative Cloud version) since it is requesting you to "renew your membership" . This process will not interfere with your Catalog file, Preferences or your personal files, it will just remove the existing application. Both versions are the same application just a different download and activation process.
    Reboot your system then run the install of the Perpetual License download and input the serial number to activate. Things should be fine.

    I have a problem with Lightroom 5.5, has only happened since last upgrade. I open the develop module of LR and the message "Develop module is disabled. Please Renew your subscription to reactivate the develop module" is showing.
    I have tried signing in and out of creative cloud and this makes no difference. Have tried quitting and re-opening.
    Need this problem solved pretty desperately as I have work I really need to edit.

    If you are having this issue still please try the following troubleshooting steps.
    Solution 1: Sign out of Lightroom 5.5 and then sign back in with your Adobe ID.
    Solution 2:
    Set permission to SLStore & SLCache Folder ::
    NOTE: Perform this procedure two times, once each for the SLCache and the SLStore folders.
    Mac:
    Use the Finder to navigate to Library/Application Support/Adobe/SLStore or Library/Application Support/Adobe/SLStore.
    Control-click the folder and choose Get Info.
    Expand the Sharing & Permissions section.
    Click the lock icon in the lower-right corner. Enter your administrator user name and password when prompted, and then click OK.
    Set permissions:
      System: read/write  
    Admin: read/write
    Everyone: read/write
    Click the Gear icon, and select Apply to Enclosed Item. Close the Get Info dialog box.
    Win 7/ Win 8:
    SLStore :: ProgramData\Adobe\SLStore
    SLCache::
    Win 32 bit: Program Files\Common Files\Adobe\SLCache\

    Click Advanced, and, if asked, accept the User Account Control (UAC)elevation prompt.
    Click the Owner tab, select Administrators, and click Edit.
    Select Replace Owner on Subcontainers and Objects. Click Apply, and then click OK.
    Click the Permissions tab and click Change Permissions.
    Select Replace all Child Object Permissions with Inheritable Permissions from this Object. Click OK, and then click Yes.
    Click OK, and then click OK again in the Windows Security dialog box. Click OK to close the Advanced Security Settings dialog box.
    Suggestion 2: Rename the SLCache folder and re-launch Lightroom 5.5
