Report the theft to the police. Stealing iPhones is a crime. Presumably you have proof it is your phone?

Sorry, there is no way to track your phone. Call your carrier, & if they offer blacklisting, have them blacklist your phone.
Since you're running iOS 7.0. the phone is useless to anyone but you, as it cannot be re-activated without knowing your Apple ID/Password.

If the phone is turned off, doesn't have an internet connection, or has been restored preventing "Find my iPhone" from being able to work, there is no other way to track it.

Besides "Find my iPhone", are there any other ways to track?

So some tool stole my phone right out of the locker room today. This dude turned the phone off as soon as he could, so all I have is "offline" displaying next to the phone in "Find my iPhone". Is there anything else I can do to track it? It's 2014 and we're dealing with the most advanced smartphone on the market right now.

The good news is that with Find My iPhone and iOS 7, the device will be protected by Activation Lock. Go ahead and enable Lost Mode via icloud.com and Find My iPhone, and you can enter a custom message as well. Even if he restores the device 'as new' via iTunes, he won't be able to bypass iOS 7's Activation Lock.

You can try contacting Apple and explain that you have been using Windows PCs that last only a few months before failing. Perhaps they will make an exception to the 12 month wait.

Check for 'others' in iTunes against your iPhone.
Restore from a previous backup to reclaim some of it.

You can restore that backup to a replacement iPhone, if that's what you're asking. If you want to extract data from the iPhone backup, you'll need third-party software to do so:

If you didn't set up Find My Phone before you lost it, then there is no way to activate it while it's lost.

The only way to get rid of the restrictions passcode is to restore the device. Why can you not restore the device. The restrictions passcode will not prevent you from restoring, only the regular 4-digit passcode to enter the phone can do that.
