i bought my mac used and it cant find a brower to dowload or any updates or find any downloads

If your computer is running Tiger OS X 10.4.11, and is an Intel-based computer,
it may be upgraded to Snow Leopard  OS X 10.6 (retail DVD purchase) and then
updated via a download Combo update to 10.6.8 by use of Software Updates.
A retail Snow Leopard OS X 10.6 install DVD is available from the online store
or in some cases, from an Apple specialist or Apple authorized service provider.
The DVD would be mailed to you, if bought from the online Apple Store.
Then, you'd have a browser selection; from Firefox, and other third party products.
And the Safari browser would be a later version than available for Tiger or Leopard.
Some Mozilla-based code custom browsers are available where the main branded
browser for older OS X are not being supported or updated. SeaMonkey, Opera,
and a few others may support an older Intel-based OS X such as SL 10.6.8.
However if your computer is a PowerPC older hardware model, based on PPC cpu
and other era vintage parts, the Tiger OS X 10.4.11 system could be upgraded by
use of a hard-to-get retail DVD version of Leopard OS X 10.5; with later update of
that to its final step, 10.5.8, by use of Software Update in the running 10.5 system.
You could get & use a few patched or current browsers, one most recommended
for the PPC G3/G4 hardware with Tiger 10.4 or Leopard 10.5 systems, is known
by its name, TenFourFox. It will not run on an Intel-based Mac...

For Tiger 10.4.11, you could probably do OK with iCab v. 4.9 or before.
