My mouse is frozen and turning the computer on an off did not reset it.  How do I unfreeze the computer?

The mouse does not move the cursor.  Resetting the computer did nothing.  I had connected a Seagate Backup drive to the computer prior to this happening.  How do I unfreeze the computer?

Disconnect that drive.
Bootup holding CMD+r, or the Option/alt key to boot from the Restore partition & use Disk Utility from there to Repair the Disk, then Repair Permissions.
If that doesn't help Reinstall the OS.
