My wife has forgot her password and cannot remember answers to the security questions and only has the email address that is her Apple ID to which a password can be sent. She doesn't want to change her email address so is there any solution?

Place the iPod in Recovery mode and then connecto the comuter and restore. Yu will have to restore to factory defaults/new iPod since it appears that you do not have a backup from the other computer.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store

You'll have to restore the ipad through recovery mode.
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

If you mean the passcode, there's no way to retrieve it. If she enters it incorrectly too many times, the phone will become disabled and she will have to restore it to remove the passcode. The preferable solution is to back it up and restore it in iTunes on the last computer it was synced with (see "If you have previously synced your device with iTunes").

These are the recommended steps if you have forgotten or can't remember your passcode, or if your device displays a message saying it is disabled:
Connect the device to the computer with which you normally sync and open iTunes.
Note: If iTunes asks you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes, or you do not have access to a computer" section below.
If the device is still disabled, or if iTunes does not automatically sync your device, sync the device with iTunes.
If you have chosen to encrypt your backup, it will contain the passcode. Disable backup encryption before restoring from backup. Learn more about iOS backups in iTunes.
When the backup and sync is complete, select Restore from Backup and choose the most recent backup of your device.
If you have never synced your device with iTunes, or you do not have access to a computer, move on to the section at the bottom of the following article:

If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here.
