If you set up the Find My iPhone service prior to your iPhone going missing, then there is a chance that can be tracked, though it depends on a number of factors (the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored). Log into icloud.com and go to the Find My iPhone section. If you did not set up Find My iPhone, check with your cell carrier. You can undo your permission changes. Probably the most relevant one is cookies. Try one or both of these methods:
(1) Page Info > Permissions tab
While viewing a page on the site:

Chances are, there was a signficant power surge or voltage fluctuation just before the power went out. This type of thing can cause the AirPort Extreme to reset back to default settings.
If this occurs, your only option is re-configure the device again, just as you did originally.
In order to improve your chances this next time this happens, (especially if you live in an area where thunderstorms are severe), a good quality surge suppressor / voltage limiting power strip will really help, and may save you the entire device or a nearby computer next time something like this occurs. -

When you say the iPhone was blocked, do you actually mean it is locked to a carrier, or do you really mean the iPhone is blocked from use?
Thie is the second post from someone buying an iPhone in Dubai and then having problems with it and with support.
If you cannot get the seller to respond, try contacting Apple support at the appropriate number from http://support.apple.com/kb/HE57 and see if they have any help to offer.
Warranties on iPhones are only valid in the country of sale so any support will really require returning to Dubai, or sending the iPhone to someone in Dubai to handle it for you...Apple will not accept shipments from another country. -

Restart the computer and after the chime press and hold down the COMMAND and R keys until the menu screen appears. Alternatively, restart the computer and after the chime press and hold down the OPTION key until the boot manager screen appears. Select the Recovery HD and click on the downward pointing arrow button.
Erase the hard drive:
1. Select Disk Utility from the main menu and click on the Continue button.
2. After DU loads select your startup volume (usually Macintosh HD) from the left side list. Click on the Erase tab in the DU main window.
3. Set the format type to Mac OS Extended (Journaled.) Click on the Erase button and wait until the process has completed.
4. Quit DU and return to the main menu.
Reinstall Lion: Select Reinstall Lion and click on the Install button.
Note: You will need an active Internet connection. I suggest using Ethernet if possible because it is three times faster than wireless.

If your iPhone is not working with a SIM card inserted, I recommend these troubleshooting steps:
Try turning iPhone off and then on again.
Check for a carrier settings update. Tap Settings > General > About. If an update is available, a prompt will appear.
Remove the SIM Card and verify that it is a valid, carrier-manufactured SIM. Also verify that it is not damaged, worn, or modified. Then reinsert it.
Restore the iPhone.
If you still are unable to resolve this issue, contact Apple support for further assistance.

And there lies his problem.
As I said, call AppleCare and they will let him know which carrier it is locked with. Then he needs to contact that carrier and see what their unlocking process is and if he qualifies. If he doesn't he needs to return the iPhone and get his money back. -

Google streetview was not lost, Google Maps were removed from iOS6 and replaced with Apple Maps. -

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.
