my new ipad will not sync with itunes.  the device does not show up in itunes.  I am on a Windows system

Do you have the absolute latest version of iTunes downloaded?  If your iTunes software has not been updated in some time, your iPad will not be recognized.  With iTunes open, click on Store at the top.  Check for available downloads and if there are any, download them.  Once you've verified you have the latest software, connect your device again, and it should be recognized.
