If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

    Then you're stuck. You MUST restore the phone using iTunes. Either talk to your school's IT department, find someone who already has it on their computer, or take your computer someplace where you can connected to another network that's not restricted.

      2. iPhone, iPad, iPod touch: Wrong passcode results in red disabled screen

         If you have forgotten your Restrictions code, then follow the instructions
         below but DO NOT restore any previous backup. If you do then you will
         simply be restoring the old Restrictions code you have forgotten. This
         same warning applies if you need to restore a clean system.

    If you need to restore your device or ff you cannot remember the passcode, then you will need to restore your device using the computer with which you last synced it.     You will have to put your phone into recovery mode and restore the phone as new. Since you don't have a back up, you will lose all the data on your phone but you will be able to use it again.
