my old computer is broken, so how do i get my music and photos from my iPod onto iTunes on my new computer. It says it can only be synced to 1. but my old 1 is broken.

Keep in mind that the recovered photos will not be in their full resolution, but instead will be the scaled down versions that were optimized in size and resolution to fit your iPod's smaller LCD screen.

    You can copy iTunes purchases from your iPod to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11) - if you have music from other sources (e.g. CDs) on your iPod which isn't on your computer nor on a backup then you will need to find a third-party program for your computer which can copy them off (some programs are listed half-way down this page).
    You can then take a backup of the iPod and restore that backup onto the iPad (as described on the Using iTunes section of the page that you posted from) and it should copy all of your iPod's content over - a backup doesn't contain music or the actual apps (just their content and settings) which is why you need to do the above 'transfer purchases' so that the restore can copy them onto the iPad.

    I would like to delete the new device and just sync the iPhone 4 with all the info that was on the 3GS. 

    You can get the photos by importing them from your 3GS to your computer (see http://support.apple.com/kb/HT4083) and then syncing them back to your iPhone 4.  Your music should already be in your iTunes library if you have been syncing the 3GS with your computer so all you would need to do is select to Sync Music on the Music tab of your iTunes sync settings and sync your iPhone 4 to transfer it to you new phone.  But there is no way for iTunes to see your iPhone 4 as your iPhone 3GS; it will see it as a different device no matter what you do.

    Yes.  You can sync everything that is currently on your iPod Touch to your newer one. Just plug it in and sync it like you did with the old one.

    iTunes includes an option to transfer iTunes content that was purchased/downloaded from the iTunes store from an iPod, iPad, and iPhone, but this is for iTunes content that was purchased/downloaded from the iTunes store only.
    First you need to authorize your new computer with your iTunes account with iTunes if you haven't already done so.
    With your iPhone connected and without syncing, at the iTunes menu bar go to File and select Transfer Purchases From - the name of your iPhone.
