My old Mac died.  I bought a new MacBookAir.  Now I can't open my PSD's, JPEG's, that I designed in an ancient version of CS.  The 'old Mac' was running Tiger, the new MacBookAir operates with Lion.  Lion won't recognize the PowerPC apps.  What do I do?

So...can I have Tiger and Lion running on the same MacBookAir?

No.  You'll need to upgrade Adobe CS. If you don't really need the professional features you might find the Photoshop Elements fits the bill.
