My Phone is saying "activation error" and won't let me go on it.
When I turned my iPhone 4s on its displaying a message saying that I need to register for the iPhone Developer Program, but I don't want to. I want to update my phone and it won't let me restore it.
If the phone is in recovery mode, If you want to use it, you'll have to restore it, whether or not you have a back up.

Did you just update the phone when this happened? Was the phone jailbroken or hacked to unlock it before it was updated?
BTW, you cannot have iOS 6.1.4 on an iPhone 4; that version is only for the iPhone 5. Could this be your problem? -

My iPod Touch says it needs to be activated. I go to activate it using wifi and it comes up with Activation Error: this device is not registered as part of the iPod Developer Program. I'm not a memeber of that. I'm not even an developer, I'm 14. My iPod has worked normally for months now. Last week I updated my iTunes, updated to iOS 5.0 and ever since I did this my phone has been going nuts. Any time I plug it into a charger I get a screen that tells me I need to connect to iTunes. I have had to restore it multiple times in order for it to work.
I've tried doing resets, restoring to factory-everything that I can find online to do. I've spoken with ATT tech support and done everything they've said to do regarding my greyed out wifi, my phone only working on 3G, and other issues.
The first iPhone 3GS I got had a defective camera, so ATT replaced it free of charge. I've had this one for a year, and quite frankly cannot afford a new one.
If anyone knows anything I can do to fix it, I would really appreciate it.11.1 is now the most recent iTunes. Downloading it may take a bit since everyone got hit today with the need to update their iTunes on the very same day the iOS update came out and you have to update iTunes to update the iOS.
YOu should still be able to charge it without updating iTunes. -

Were you, by chance, running a beta version of iOS 7 on your phone?
If so, this will be the problem. You will need to log Into the private developers forum at https://developer.apple.com/support/ios/

This procedure is a test, not a solution. Don’t be disappointed when you find that nothing has changed after you complete it.
Step 1
The purpose of this step is to determine whether the problem is localized to your user account.
Enable guest logins* and log in as Guest. Don't use the Safari-only “Guest User” login created by “Find My Mac.”
While logged in as Guest, you won’t have access to any of your personal files or settings. Applications will behave as if you were running them for the first time. Don’t be alarmed by this; it’s normal. If you need any passwords or other personal data in order to complete the test, memorize, print, or write them down before you begin.
Test while logged in as Guest. Same problem?
After testing, log out of the guest account and, in your own account, disable it if you wish. Any files you created in the guest account will be deleted automatically when you log out of it.
*Note: If you’ve activated “Find My Mac” or FileVault, then you can’t enable the Guest account. The “Guest User” login created by “Find My Mac” is not the same. Create a new account in which to test, and delete it, including its home folder, after testing.
Step 2
The purpose of this step is to determine whether the problem is caused by third-party system modifications that load automatically at startup or login, by a peripheral device, or by corruption of certain system caches.
Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards. Boot in safe mode and log in to the account with the problem. Note: If FileVault is enabled on some models, or if a firmware password is set, or if the boot volume is a software RAID, you can’t do this. Ask for further instructions.
Safe mode is much slower to boot and run than normal, and some things won’t work at all, including sound output and Wi-Fi on certain models. The next normal boot may also be somewhat slow.
The login screen appears even if you usually log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin.
Test while in safe mode. Same problem?
After testing, reboot as usual (i.e., not in safe mode) and verify that you still have the problem. Post the results of steps 1 and 2. -

You can NOT unlock it. Only the carrier it is locked to can legally authorize unlocking it and the Japanese carriers will not do so.
In order to be using it previously with a non Japanese carrier, the phone had to be hacked to illegally unlock it. You can not get help here.
Buy a new phone you can use. -
