My phone says no service, my iCloud is logged into my device and i was reseting the whole iPhone 4 and now i cant restore it, its signed in my iCloud but still says no service??

i reset it and re signed into my account but for some reason on iTunes its saying a completely different yahoo account and password, i don't even know who the yahoo thing belongs to but i have had this phone for two to three years,. And the iCloud is signed into my account? help meee, i have no phone until this is fix, and i have important calls at any time of the day or week.. please

If a phone is sold from one friend to another and wants to use it on a different carrier the friend can contact the carrier it was sold by to request it unlocked. I know AT&T, Verizon, and Sprint will give you the steps to unlock it as long as the original contract it was bought under has been completed. eBay/Craigslist is really not the best place to try to get "unlocked phones" from, if it turns out the phone isn't unlocked then I'm really sorry you got stuck with that one and as stevejobsfan said above I would report them immediately and see if you can recover your money. Thanks for using Apple Support Communities. Based on what you stated, it sounds like you have no service on the iPhone. It looks like you have already done some troubleshooting. There is one step you did not mention trying that i think is worth trying.
If you see No Service in the status bar of your iPhone or iPad - Apple Support
Remove the SIM card. If the SIM card is damaged, worn, or bent, or if it's too big or small for the SIM tray, contact your carrier for a new one. Then reinsert the SIM card.

If you turned off Contacts wouldnt that mean that the Contacts would no longer be backed up to iCloud as well? That would make it a pain when upgrading a phone to not easily pull contacts back down.

My iphone 4 won't turn on unless it is plugged into the wall. Also, my iphone won't let me turn on the wi-fi. And another problem is that it sometimes says "searching..." but it still works. And I already reseted the network setting and all settings.

You've mentioned a few issues in your post so I will try to offer up some recommendations for troubleshooting each. In regards to the issue of not powering on unless plugged in the following Knowledge Base article offers some practical steps to try:

Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
After at least 30 minutes, if:
The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.

Follow these steps to resolve the issue:
Restart your iOS device.
Make sure that airplane mode is off by tapping Settings > Airplane Mode.
Reset the network settings by tapping Settings > General > Reset > Reset Network Settings.
This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.
Make sure that your device is using the latest software. To do so, connect your device to your computer and check for updates in iTunes.

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1.3. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

It is not properly connected to the network.
Make sure location is set correctly
DNS should be on auto (settings - general - network)
Try ethernet
Signal strength on device won't account for issues, you would need a network report from istumbler, netstumbler or similar. This will show accurate signal strength along with noise and nearby networks

Backup and restore your software via iTunes. If the problem continues, restore as a NEW device. While updating the software from 6.1.3 to 6.1.4 on iPhone 5, the power failed. iTunes had just finished the backup and was beginning the software update. Now the phone screen says to connect to iTunes but the phone is not recognised when plugged in.

Yes that makes sense, however have you updated it at My Apple ID before trying to change it in your system preferences > iCloud settings, you must do that first.
