My phone was stolen and I want to access my contacts and pictures

I want to access my pictures off photo stream

If you synced your contacts with iCloud, you can access them on icloud.com.  You can also download them as a vCard to import them to another contact management client or another service such as Gmail (see http://support.apple.com/kb/PH3606).
Photo stream photos only remain in iCloud for 30 days, allowing your devices and computers enough time to download them.  You can access photo stream photos from the last 30 days by signing into your account on another iOS device and enabling my photo stream, or by setting up iCloud on your computer and enabling my photo stream (see http://www.apple.com/icloud/setup/pc.html).
