my phone wont let me back up to icloud, even after purchasing the additional storage i needed. does anyone know why or how i can fix this?

You need to be on wifi to do a backup. And you need to be plugged in to power for it to automatically backup each night.
How much space is it estimating your backup to be?

If it says your billing info is wrong that means that your credit card issuer is refusing to approve your account. You will have to solve the problem with your bank or credit card company.

Have you ever synced/backed up your iPhone? If not, then you have no backup to use and will have to start with a factory fresh iPhone. Note that you can redownload your apps for free. Hopefully you've been syncing your contacts with something?

I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB):
1) Register HRT
KB00510 How to register a BlackBerry smartphone with the wireless network
2) Resend Service Books
KB02830 Send the service books for the BlackBerry Internet Service
3) Batt Pull Reboot
Anytime random strange behavior or sluggishness creeps in, the first thing to do is a battery pop reboot. With power ON, remove the back cover and pull out the battery. Wait about a minute then replace the battery and cover. Power up and wait patiently through the long reboot -- ~5 minutes. See if things have returned to good operation. Like all computing devices, BB's suffer from memory leaks and such...with a hard reboot being the best cure.
Hopefully that will get things going again for you! If not, then you should contact your carrier for formal support.

To migrate your phone to a new account, start by saving any photo stream photos that you want to keep to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll. If you are syncing notes with iCloud that you want to keep on the phone, you'll need to open each of your notes and email them to yourself so you can later copy and paste the text into new notes created in your new account. Then go to Settings>iCloud, tap Delete Account (which only deletes it from this device, not from iCloud; your other devices won't be effected by this), provide the password to turn off Find My iPhone (if using iOS 7) and choose Keep on My iPhone when prompted . Then sign back in with your new Apple ID to create your new account and choose Merge to upload your data to the new account.

If you're being prompted that your payment information needs to be veriefied, then there is some aspect of your payment type which is being denied by your financial institution. I'd like you to please follow the steps below to verify your information.
Open iTunes. If you are signed in to iTunes, skip to step 4.
Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
Choose Store > Sign In.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Edit Payment Information button.
In the Payment Method section, choose None.
Click the Done button at the bottom of the page.
Click the Edit Payment Information button again.
Enter your billing address exactly as it appears on your credit card statement.
Select your credit card type in the Payment Method section.
Enter your credit card information, your card's security code, and the expiration date.
Click the Done button at the bottom of the page.
If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.

Welcome to the Apple Community.
Your Apple ID and iCloud email address don't need to be the same, you can't change an iCloud email address.
Also check your Mail rules and filtering, the verification mail may be going to a junk folder or even being deleted altogether. You may also wish to contact your mail provider to see if their spam filters are removing the email before it gets to you.

You have to respond to the verification email that Apple should have sent to you by clicking the Verify Now link. Make sure you check the email address you used to set up your iCloud account. This would not normally be an @icloud.com email address. Also make sure you check the spam/junk folder as well as the inbox. If it isn't there, go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under your Primary Email Address to resend the verification email.

It is not telling you to update your iphone, it is telling you that you need to update itunes on your computer.

From time to time my iPhone 4s screen will freeze. Never has been a serious problem because all I've ever had to do was lock the screen, unlock it, type my 4 digit number code and problem solved. This time it toke about 40 times of me pressing the lock button (calmly might I add) just to get the screen to light up. Then I type in my code and it acts as if I got it wrong and I know it's not. Also I tired getting my sister to call and my phone rings but it will not give me the ability to answer. I can call other people with emergency call but it doesn't help. And recently in an atempt to do anything to make it work, I pressed the camera button. I toke some pictures and a video and I'm even able to look at ALL the pictures in my phone but now it's stuck on my camera. Also now my screen is stuck on video mode and wont let me scroll to the picture option or even let me press any other button. But when I turn my phone on it's side it responds by turning the camera on its side. Also now no matter were I point the camera it's always pitch black.
Wellp that covers all of it. Currently I'm waiting for it the power to just die. If anyone has any advice or has gone through something simerler and has a solution I'd very much appreciate it if you shared it with me. Thanks for your time (I know this was quite long)

First off try a reset. Hold the sleep/wake and home buttons together until you see the Apple logo and release. The phone should reboot. After that, you can see about the possibility of restoring the phone, either from a backup, or if that doesn't help, then as a new device. If that does not fix it, then you need to see about making an appointment at the Genius bar to get the device checked.
