From your posting your phone is bootlooping and it's very hard to save and fully recover a phone from a bootlooping condition. But I'm posting you  information to  help you recover this phone. I wish you good luck    
Press the Power button then select Power  off.
If the device doesn't respond to input, press and  hold the Volume Up/Down then press and hold Power button. When the device screen goes blank release the Power button while continuing to hold Volume  Up/Down, proceed with step 3.
Press and hold the Volume Up/Down then press the Power  button.
When presented with the Boot Mode Selection Menu release all  buttons.
Press Volume Down to select Recovery  then press Volume Up.
From the Droid triage screen, simultaneously press Volume  Up/Down.
Select wipe data /Factory Reset then press the Power button.
Use Volume keys to navigate  options.
Select Yes -- delete all user data then press the Power  button.
Use Volume keys to navigate options.
Data wipe may take several moments.
Select reboot system now then press the Power  button.
Use Volume keys to navigate your options.

    The following Knowledge Base article offers up some great troubleshooting steps for unexpected power off of your iOS device:

    Will not turn on, will not turn on unless connected to power, or unexpected power off
    Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
    Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
    After at least 30 minutes, if:
    The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
    The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
    Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
    If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
    If the display turns on, go to step 4.
    If the display remains black, go to next step.
    Connect the iPhone to a computer and open iTunes. If iTunes recognizes the iPhone and indicates that it is in recovery mode, attempt to restore the iPhone. If the iPhone doesn't appear in iTunes or if you have difficulties in restoring the iPhone, see this article for further assistance.
    If restoring the iPhone resolved the issue, go to step 4. If restoring the iPhone did not solve the issue, seek service.

    The two first choices are to reboot by holding both the power and home buttons until the apple logo appears, that can take up to half a minute.  If that does not work, then more drastic is to restore using the recovery mode to connect to a computer running iTunes, described in http://support.apple.com/kb/HT1808 and summarized as:

    More details would be needed.
    But try a reset, hold down the home/sleep button together until you see the apple logo and then release, then wait for the phone to boot back up.

    - Try another cable                     
    - Try on another computer                                                       
    - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    So i pushed the power button and the home button at the same time, held it for a few seconds, and the phone turned off....briefly.  a second later the apple logo appeared like it was restarting but it never came on, just stayed on the logo and from time to time the logo fades and comes back but the phone never comes on....please help!  what have i done?

    I'm sorry, you are correct I am trying to restore my ipad because it stopped working.   We thought the battery was dead so we plugged it into the wall charger.  All it does when plugged in is flash the apple logo like it is going to start up and then shut off.  It repeats this every few seconds while it is plugged into the wall.  I let it charge overnight and still nothing.
    When I hold the power button and the home button down together while the ipad is plugged into the wall, it does flash then after I release the power button the connect to itunes screen comes on.   But when I connect it to my computer it goes blank.   itunes does not recongnize my ipad when I plug it into the computer.  I have used the same cord to plug in my other devices and itunes recongnizes them so it isn't the usb cord.
    It seems as if my system has crashed and I think this may just be an apple service trip for me.  But thanks so much for the advice.   =D

    Connect to Wall Charger and Reset, hold both Home and Power buttons until the iPhone begins to restart. Usually takes less than 20 seconds of holding both buttons.
    If still problem, try reset again. If you decide to Restore Firmware with iTunes, then with iTunes open on computer connect iPhone to computer. Then hold both Home and Power buttons until iTunes recognizes iPhone in Recovery Mode, usually about 20 seconds of holding both buttons. Restore the Firmware.

    When you say, "my PC will not pick it up when it's pluggen in," are you using iTunes on your PC?
    Most likely you will have to force your iPad into Recovery Mode to get it working again. The instructions are in this link:
    If you can't update or restore your iPhone, iPad, or iPod touch
    You you need to follow the instructions very carefully. Even then it may take several attempts to force the iPad into Recovery Mode. Once you get it running again you can Restore it from an itunes or iCloud backup if you have done a backup in the past.

    You might need to use recovery mode if:
    You can't update or restore because iTunes doesn't recognize your device or says it's "in recovery mode".
    The Apple logo remains onscreen for several minutes with no progress bar.
    The Connect to iTunes screen appears.
