My PIN is locked by carrier, is that normal?

Hi to all!
I am having serious problems here. Probably somebody can help me right here.
It's 4 months since I moved to Claro Argentina and got a Curve 8900 with BB service and normal telephone service.
I am really angry at this carrier as I dont have antenna coverage down were I live. So I decided to go back to my old carrier Movistar Argentina.
I called Claro and asked them to free up my 8900 so it could me used in another carrier, and these people told me that I should pay (important ammount of money) to get my phone free. It's important for you to know that I have payed for my 8900 4 months ago (not a cheap phne right here!), and I have an invoice for it!!!
So I looked op in the internet and found someone who gave me my MEP2 code (asking me fiorst for my IMEI and MEP codes). I typed in the MEP2 code and could insert my old SIM (Movistar one) with no problems. I could start receiving and making calls instantly!
But.............
Movistar support people couldnt make my data BB service to work with them!
I cannot add and configure email account on my 8900 for example.
After some hours, Movistar support people told me that my BB PIN might be locked by Claro Argentina.
I called Claro again and asked them to free my BB PIN so it could be configured by another carrier. Once again, the answer was: "If you want to do so, you'll have to pay".
Now my question is: If this is MY 8900, why can't I get it to work where I decide??
Is there a way of getting my PIN registered with the other carrier without depending on Claro??

You will have to contact Vodafone UK, only they can potentially unlock the phone for you
