My refurbished iphone 5 won't activate

Hi. I have a refurbished iphone 5 from UK and I'm living in the middle east. Have just bought a new SIM for it but I receive an error message when trying to activate this new phone:
"The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information."
1. As far as I'm aware this phone is carrier-free at the moment - it hasn't been activated with any other carrier since being refurbished.
2. I don't have another SIM to fit into my iphone 5.
3. How do I fix this? Is this an issue my new carrier can fix, or does the phone need to be returned to the UK where I got it to be unlocked for use outside the UK perhaps?

3. The UK carriers require you to be an active customer on their Network ,in the UK .
Customer can be PAYG or Contract BUT iPhone must be in UK for them to "see it "

    Yes... the iPhone 5 on iOS 6 requires iTunes 10.7 which in turn requires OS X 10.6.8 (Snow Leopard) or later...

    To update iTunes and sync an iPhone you need to be running Snow Leopard 10.6.8 on an Intel Mac.

    I did a restore on my iphone 4 earlier. This is the first time I have ever done a restore-I have only had this phone for about 2 weeks. However, I was having battery problems so I chose to restore.
     It went through the entire process and even came up the "activating, this may take some time" or whatever screen. It said that it had synced and it was okay to disconnect. Now, however, I have no service at all, it says that the network is unavailable, and it keeps popping up and saying that it is not activated and if it continues to call some 1800 number. It is connected to my wifi, however.
    Do I have to call the *228 number or something, like I did when I first got it? Or what? I'm really confused and frustrated...I just want my phone to work.

    That "00000000" number thing could be the issue, I have never activated my iPhone over iTunes (mine was preactivated when I got it), but it sounds to me that when/if iTunes goes to "activate" the phone, iTunes could be telling your iPhone that 00000000 is your actual phone number, so the iPhone self activates it thinking that is your actual number, so when that number doesn't match up with any number on Verizon's servers, it fails activation (while many may say that iTunes "activates" the phone, I am pretty sure that iTunes just forwards that information to the iPhone and automatically does the "*228" activation on it's own based on the information entered into iTunes)
    I would say yes, go ahead and try *228 opt 1 and see if that works, or see if you can change the number to your real number in iTunes

    The software on my phone  4s (ios 7.1, Verizon carrier) was acting buggy, so I decided to restore it. After doing so and restoring it from a backup, the phone started telling me it wasn't activated. I tried setting it up as a new phone, but the same problem continued. I've done this before (pre-ios 7) and haven't had the same problem.

    Try to reach the activation server another way, then try to activate.

    Try connecting to iTunes if you can't activate using Wi-Fi.
    Restore the iPhone.

    I am trying to activate an iphone 5 through iTunes.  Activating through itunes with old data.  It installed all the apps and preferneces correctly, but it did not activate the cellular network and thus it is not recognized by ATT.  Any suggestions?

    After trying to update my iPhone 4s to iOS7 and it crashing halfway through I had to restore the phone. Now the phone seems to have iOS 7 but while trying to set it up it comes up with 'Could Not Activate iPhone'. It's something to do with the activation sever not being able to be reached. I have no idea what any of this means and every other discussion confuses me so if someone could explain how on earth I get my bloody phone back in simple language that would be marvellous

    I recently have been given an iPhone 4 as a hand-me-down.
    I don't have any of the packaging just the phone itself.
    I just went and got my sim card cut so that is could fit the sim card slot.
    I can only get as far as the wifi settings.
    When its says Activating your iPhone it then turns to SIM Not Valid.
    I have used that SIM on another phone and it worked perfectly fine.
    Underneath SIM Not Valid it says;
    Only compatible SIM cards from a supported carrier may be used to activate the iPhone. Please insert the SIM that came with the iPhone or visit a supported carrier's store to recieve a replacement SIM card.

    I have tried to activate my iPhone 3GS after an update. My SIM card is giffgaff which is O2. My paperweight, sorry, iPhone is locked to O2 so no problems with the SIM card. What I keep getting is the message: "Your iPhone could not be activated because the activation server is temporarily unavailable. Try connecting it to iTunes to activate it, or try again in a few minutes. If this problem persists, contact Apple Support at apple.com/support."
    I tried connecting it to iTunes numerous times but all to no avail. I rung Apple and after a nice conversation I was told to try another wifi network and another SIM card. Now like most normal families I only have one wifi network in my house so travelled to my daughters apartment so I could use her wifi. No prizes for guessing
    that that didn't work either. Now if I have to get another SIM card just to activate my paperweight, sorry, iPhone then I feel that is a bit of an inconvenience what with changing my number AGAIN and all that.
    Dear Apple. Any help you can give me would be gratefully accepted. Jut don't tell me to get another SIM card or a new wifi network. Either is unacceptable from a company like yours. It feels like the attitude is " our product is fine it's your network/ SIM card / appalling taste in drapes/ terrible furnishings, that's at fault.

    I'm not sure how O2 operates their network but I would guess that your giffgaff SIM does not use their primary network and is not allowing you to access their activation network. Since your iPhone is locked with O2 it needs to access the O2 network directly to activate. I would suggest going to an O2 shop and use one of their SIMs to activate the iPhone then replace it with your giffgaff card.

    I have connected to my wifi and tried to activate using my wifi. That didn't work and it told me to try again later.
    I have connected to my 4g internet on my phone and tried activating that way. That didn't work and it told me to try again later.
    I opened itunes to make sure it could connect to the wifi, it does and I can open the itunes store...then I plug my phone in and it disrupts the connection and tells me there's no network available. That makes no sense because as soon as I unplug my phone it connects to the itunes store!!
    What is this?? Help!

    I'm having the same problem, I contacted Apple and they said its cause their servers are overloaded, so just to keep trying and eventually it will work, might be a while though.

    I updated my itunes to the IOS 5 last night and now i cannot activate my phone. I get as far as activating the phone itself and after it tries to activate it tells me it cannot do it as 'the activation server is temporarily unavailable'. It also tells me to try to connect it to Itunes and when i do itunes tells i do not have a SIM inserted when i do. I was told by a man who worked in a phone shop that it the software may have crashed and caused it and i should send it away but that will cost 180euro. I am going into the apple shop 2mo to see if they can do anything but would like to know if anyone else has experienced this and if so what did they do?
    Please help! I need this for college and it has everything on it! If i lose all my stuff i'm in serious trouble!

    I got mine sorted. Turns out because i got it unlocked the first time getting updates via itunes causes it to restart again. Had to get it unlocked at managed to get eveything back after restoring it from itunes. Very happy cause the guy in the apple shop told me i had to call apple and pay 35euro just to talk to them! I manged to get it unlocked for only 20 and its just like it was.

    I updated my iphone 3GS and now when I turn it on it just asks to be connected to itunes. Problem is when I do this, itunes unexpectedly quits every time.     This put's an iPhone, iPad, or iPod touch in recovery mode.  Should solve the problem if it is phone related.  If not, you may want to post in iTunes support as well.  I had a similar problem recently with an iPod touch and this fixed it.
