My sister damaged my iphone 4s it while it was at her home. but the screen looked as if it had been drowned in water. it came on for about an hour then i tried to change the brightness to low and the screen went out comes up on my pc, no screen light up.

There are many ways to back up photos and contacts on an iPhone:
Photos - copy them to your computer with a USB cable; the phone will appear in Windows or Mac as a digital camera.
Photos - Enable Photo Stream, which saves them to iCloud and syncs to your computers(s)
Contacts - set to sync to any contact app on your computer (e.g., Outlook, Address Book)
Contacts - Enable sync to iCloud. This is real time and will always be up to date
Everything on the phone (including contacts and photos) - Back up to iTunes on your computer
Everything on the phone - Back up to iCloud
All of these are described in the manual.
If you did not do ANY of these then the contents are already lost.

What is the actual error message that you are getting ?
For a credit card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. My guess would also be a failling connection between your logicboard and your GPU. See 2011 MacBook Pro and Discrete Graphics Card
For most users it starts with some random crashes and freezes like you describe it. And then it just gets worse and worse. There are still no "good" solutions, sadly. This is a hardware problem from the production.

I tried to reboot my phone back to it's factory settings like it said on the internet but my phone doesn't connect to Itunes at all. My phone won't turn on. What shall I do?

It would need to be rice for around 7 days ,however trying to turn on has probably fried it so try around 7 days and then when it still doesn't work either exchange for a refurbished iPhone 4 or use the money to get a new one.An iPhone 4 is $149 in US

Do you have a case on the iPhone or have you damaged it in anyway? If you have a case, try testing without the case.
Also, try restoring the iPhone and testing it as a new device.
If that doesn't take care of it, get a Genius to take a look at it or setup service online.

I have reset the phone, full firmware restore, even downgraded back from firmware 4.2.1 to .3.1.3 official by using dfu mode and still doesnt fix.
(i correctly got out of dfu mode after the downgrade)
i can enter dfu mode and recovery, and update through itunes with no problem, but it doesnt fix the problem,
i have searched and found no answer to this problem, every option availible to try that i know of i have tried and failed. i dont care about preserving my content i just want a fix. i have a good understanding how to operate software on a computer and shouldnt be too confused by any advice given, so plz even if the answer is very complex i wish to try anything, please help me to get my iphone working.
