That number is for an apple server in the UK that is used for iMessage activation. A hidden SMS is snet to that number when you turn iMessage on and is used to verify your phone number. I suggest you turn iMessage off. In settings/phone turn on dial assist. Check with your carrier to see if you can send an international SMS as you end that possibility to activate iMessage. Rest your phone (Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for device to restart (no data will be lost).) then turn iMessage back on.

If the sleep wake button on your iPhone is unresponsive, first try and reset all setting by going to Settings>General>Reset>Reset All Settings.
If this does not resolve the problem, I would sound more like a hardware based issue.
I would recommend that you contact AppleCare so they can run further tests and diagnostics to help you solve your solution better.
If you can also access an Apple Store Genius Bar or Apple Authorized Service Center, that would be much better.

If you are referring to a credit card and it being refused, then something is probably wrong with the entry of the card or your account information. It is not matching what is on file for your account. Generally this is the address field. Make sure it matches what you see on your bill exactly. I had the same issue. Basically you need to get the phone to reboot. I suspect waiting for the battery to run out would do this, but I didn't want to wait for it. iTunes would recognize my phone when I plugged it into my PC, though the phone was still locked up during update (black screen with apple symbol and progress bar at around 1/3). I didn't want to go through the hassle of a full restore so I found a small Windows program called reiboot that was able to place my phone into recovery mode. Then it let me take it out of recovery mode, which caused the phone to reboot (i think other programs like tiny umbrella may do the same thing). After a reboot, it showed the update screen for a minute, then started up running 7.1.2 fine.

Make sure your headphones are plugged ALL the way in, meaning you cannot see any of the silver still showing from the headphone's plug. You should hear a clicking sound when inserting the headphones indicating the headphones have been fully inserted.

Schedule an appointment at your local Apple Store/Genius Bar and see if there is anything they can do to help. If they find that the problem is not the result of abuse, they should replace it under the 1 year warranty against manufacturing defects.
