My Snipping Tool stopped working

My Snipping Tool stopped working.
When I open the tool I get a box with a Circle/line and OK.

Hi,
Did you launch it via a shortcut?
Try to open it via original application:
1. Open C://Windows/System32 directory;
2. Find SnippingTool.exe as the figure below:
3. Double click to open it to check the result.
If it works fine, remove the old shortcut and then recreate a new one.

Have been looking at many forums to fix this:
ran SFC - no errors
rebooted multiple times
all Windows Updates are current
don't want to disable antivirus, as some have suggested
Uploaded a registry fix, which several have suggested - no soap
Note:
all other features of this PC work great - zero issues.
the issue starting right after installing Office 2013 Pro - 32bit. It runs fine.
"Paint" runs fine. "Print Screen" works fine - image goes to clipboard, and I can paste anywhere.
get the standard message everyone posts in forums:
"The Snipping Tool is not working on your computer right now. Restart your computer, and then try again. If the problem persists, contact your system administrator."
Have tried other free third-party tools, and they are cumbersome, and I love the MS Snipping Tool.
Advice? Tips?

Suddenly in the middle of editing a large project the cropping and other tools stopped working. Did i hit some key or something accidently?

suddenly in the middle of editing a large project in Aperture the cropping and others tools stopped working. Did I accidently hit something to do that?

Maybe you hit the "p" key?
Then "Quick Preview" will be turned on and prevent editing. Hit "p" again or use the "View" ->"Quick Preview" menu entry.

Hand tool stops working in Flash CS5

Does anyone know why my hand tool stops working after some time? Whenever I restart Flash, it works, but after like 30 minutes working, it just won't work. The hand tool symbol appears, with the shortcut key, the space bar, and the button on my pen as well, but it won't drag it at all.
I have to restart it every time, and its getting annoying.
I have a
Intel Core i7-2600k @3.40GHz
Windows 7 64-bit
8 GB Ram
1TB Space
Everything works fine, is just that hand tool issue.
Any help is appreciated.

What are the Tools’ Blend Mode, Opacity and Flow (see Options Bar)?
Could you please post a screenshot with the pertinent Panels visible?

It's probably something to do with the tool's brush. If picking a brush preset (not just a brush tip) doesn't fix it then reset the Dodge Tool. Right-click on the tool's icon at very left of Options bar and pick Reset Tool.

Hand tool stops working randomly (CS6)

So I'm working on this composition with a lot of 3d layers. Sometimes when I switch views, the hand tool stops working completely, for no apparent reason. I hit space, the hand icon still shows, but nothing happens when I drag the cursor. Then after a while it starts working again, for no apparent reason either. It's driving me nuts.
I've already tried resetting the preferences, to no avail.
My specs :
i5-3330 @ 3.00GHz
6 gigs of RAM
NVIDIA GeForce GT 620
1 To HDD
Windows 8

Could be a cache issue or your graphics card not flushing its buffers. Turn off the performance cache in the prefs and update your graphics driver....

Spot Healing Brush Tool stops working in CS6 on Mac

Hello:
Just wondering if anyone else has experienced this. While working in the Spot Healing Brush Tool in CS6 on my iMac (Mountain Lion) , the tool stops working. I use it a few times on a busy BG, and then it goes away. The brush turns to a cross, and the tool no longer works. Reseting the tool, or All Tools, does not fix the problem.
Please let me know if there is a fix for this problem.

This is also hapenning when I use the Patch tool. It "Eventually" comes back, but I loose it again after a fix or two. Can't figure this one out. Need help.

Mac CS6 Quick Selection tool stopped working

The Quick Selection Tool (QST) was working fine. Used the Lasso Toll and when I tried to use QST again it stopped working. Any help??

Scrubby Zoom and hand tool stop working out of the blue?

I checked my preferences and OpenGL is enabled, so I don't understand why it randomly stops working when I'm trying to get work done. Been working for less than four hours today and have had to restart Photoshop CS5.5 6 times. It starts working for a little while, then the "Scrubby Zoom" box becomes greyed out and the shortcut doesn't work as well. Also when I hit space (hand tool) to drag the image around, that stops working at the same time as the zoom. I'm using an Intuos4 with this, haven't had problems with it until recently but there haven't been any significant changes in my machine (PC), which has a nice graphics card, processor, etc. I'm using Google Chrome, maybe it has something to do with my browser being open at the same time as PS?
Any opinions on this are appreciated, thanks.

Tools Stop Working in Both CS 4 and CS 5/Intel and G5 Macs

All tools will stop working and we will be locked into the hand/move tool, I can use the keyboard (C, T, B, G etc) to select a different tool and the tool pallet will show that I now have a different tool selected but my cursor will still display only the hand icon. This happens with two different machines and two different versions of PS and two OS.
1st machine: MacPro Dual Quad, OS 10.6.3 CS5, 14GB of Ram
2nd machine: G5 Dual 2.5, OS 10.5.8 CS4, 8GB Ram

Dont use the Apple/Command Key.
The space bar alone will put you in a temporary zoom option. Zoom in do the clone. Press Space, zoom out and you are back in the clone/heal tool.
Incidentally if you get stuck in the previous state of not being able to get back to the clone tool. Tap the space bar (and only the space bar).

Brush tool stops working after I use select tool

So everything is fine until I use the select tool, and then free transform a part of the image. Then my brush and eraser stop working until I save and restart the program. Help please?

In versions of PSE prior to PSE 11, quit the editor, then restart it while holding down ctrl+alt+shift/command+option+shift. Keep the keys down till you see a window asking if you want to delete the settings file. You do.
For PSE 11, go to the editor preferences>general, click this button and restart the editor:

Windows Server 2012 Snipping Tool Not Working

I have installed snipping tool on our server. When testing it under the admin account everything works fine.
But when users login and use the snipping tool > Email > Send. The email shows up as blank. It does not show up with the common red X but just shows nothing at all
I have scoured the internet for hours looking for a fix but have yet to find anything. I have changed the registry settings like this link below

I have allowed outlook to accept all pictures etc. I have uninstalled and reinstalled Desktop Features.

I gave everyone full control to snipping tool, still did not work. I logged in as user and ran snipping tool as administrator, still did not work.
The snip is not saved to a certain folder. I am trying to send it via email (without sending it as an attachment) which is the same as copy and pasting the picture.
If I Copy + Paste I get the correct

but if i choose to email only (again not sending as attachment) it has no content at all.
I checked the settings for snipping tool and the box is checked to "always copy snips to the clipboard" which in essence should make it work.

Photoshop CS6-Liquify tool stopped working.

The liquify filter suddenly stopped working normally. The interface is totally different and allows me only to move the item around, not "liquify" as usual. HELP! I use this filter extensively!

Help... my adjustment tool stopped working

I'm not sure what I did to break it. One day it worked fine, and then I created some customized settings (for the adjustment tool,) and then it stopped functioning properly.
This is what I see:
When I click on the tool brush, then click on the image, nothing happens.
When I click on the dot to see where I have painted, instead of getting the bright red color over those areas, it shows just a faint opaque red.
It's the only thing that's not working right, and I'm in a heap of trouble because I have to use it to work.
Can anyone please help?

From other messages here, check your flow settings. Sometimes they
inadvertently get set to zero, and so you'd see no effects.
