MySQL connection broken after update

Question

ErrorCode=-2147467259
DataSource.Error: MySQL: Unable to connect to any of the specified MySQL hosts.
Details:
    Message=Unable to connect to any of the specified MySQL hosts.
Had zero issues prior to recent office update.  Running 64bit everything for big data.  Connecting to localhost.
I am still learning here and suspect some sort of problem with finding the database connector now.  Earlier I had messages something like "unable to find invariant="MySql.Data.MySqlClient"".
This is currently in the machine.config v4.0.30319 file:

I have tried uninstalling and reinstalling office and MySQL connectors - ODBC which was working previously and also net.  Other programs which access MySQL are still working great as well as ADO with VBA.  I have the same setup (Power Query, MySQL)
on 2 other machines which have not been updated and all is well there, which leads me to believe that something in the update caused this problem.  Do I need to set a path to a connector?
Wondering if I am the only one with this issue and if anyone can point me in the right direction to solve this ASAP.
