Error 403 occurs under different situations. For users trying to connect to the itunes store or other location, this can mean a security program is blocking the communications. You have not provided much information about the circumstances of the error on your device, but is it correct that you get the error when you enter an Apple ID and password for connecting to ... what? itunes store, icloud?
In the search box (upper right) enter error 403 and tap the search button. Begin reading through the many links to posts having to do with this error.

I have exactly the same issue, did you ever find a resolution? I saw a few post which said re-install iTunes and iCloud but I thought that sounded a bit like taking a hammer to a nail. There has to be a more elegant solution.

It should synch despite the error messages, at least when you enter your appointments with iOS (iPhone, iPad) but I think (not sure) also when on OS X (Mavericks and Yosemite).
The very annoying 403 error messages (every few seconds) for a number of iCloud users are there since mid September. This is a month now !
This total iCal disaster is very clearly an error on the server side of iCloud. It works on the iCloud.com webpage though.
Don't waste your time and nerves searching for mistakes on your iMac.

This can happen when the maximum number of iCloud accounts has already been created on the phone. Each device can only create 3 accounts. If you purchased it used, the former owner may have already created them.
Once three accounts have bee created you will not be able to create another. Your only options are to either re-use one fo the accounts previously created, or create your new account using another iOS device or Mac, if you have one.

Error 403 when I try to connect to iCloud

I recently bought a used iphone 4 (iOS 7.0.4) and when I try to connect this iphone to icloud with my apple username and password, I get an error 403 (I haven't got any icloud account before). When I try to create a new icloud account, It tells me that it's impossible and that this iphone is not more allowed to create a icloud free account. How can I do to create a new icloud account?

They told me that my Iphone has reached the maximum number of iCloud accounts creations, 3 as you wrote. But I spoke to a very kind guy from the Apple assistance and after two long calls for trying to find wherefrom my problem was, he contacted Apple engineers and they allowed me to create one more icloud account with my iphone.
So, for others who got this 403 error, it means that your ID is an Apple ID but not An iCloud ID and that you cannot create a iCloud account ... unless if you phone them maybe.

After giving my girlfriend access to my calenders via iCloud I get the Error Message 403. (I also got now acces to her calender.)
"The Access to the account "iCloud" is not allowed
Answer of the servers:

to process CalDAVSetPropertyQueueableOperation"
(I translated it into english, the original message is shown in german)

On both iPhones 4S (iOS 5.0) the calender are shown and updated correclty. Only in iCal I get the error message.

Sorry reading your error in more detail I get the feeling our errors are not exactly the same.
I do not have access to my colleagues iCloud account.
This started when I tried to import two recent meeting invitations I recieved by e-mail to my iCal.
The error message was identical to yours:
The server responded:
“403”
to operation CalDAVWriteEntityQueueableOperation.
The result being I was unable to import the meeting.
If I create a new invitation in iCal directly I have no problem. And up until today I have not had any problems importing invitations from this person or anyone else using Microsoft Outlook.

Are you trying to create a new ID, how many ID's have you created already on that device.

I am having a very infuriating problem with iCal. Every couple of seconds I get the message:
Access to account “iCloud” is not permitted.
The server responded:
“403”
to operation CalDAVAccountRefreshQueueableOperation.
It has made iCal completely unusable. I have tried unpicking various calendars, which makes no difference. Even with all the calendars disabled I keep getting the message.
I hope someone may be able to help me with this.

Quit Calendar, turn off your internet connection, then paste this text ~/Library into the Finder Menu>Go>Go to Folder...window and select "Go." This will open the Users Library Folder.
Open the Calendars Folder which is in that Library Folder, and move any any files with "Cache" listed in the name field to your Desktop.
Next open the Preferences Folder in that same Library Folder and move the com.apple.iCal.plist file to the Desktop.
Log out/in or restart reconnect the internet and open Calendar.

iCloud's Calendar is full of errors and problems for me. The "Couldn't move your calendars to iCloud because an error occurred" is now gone (by itself) but nothing syncs between my Mac's Calendar to iCloud or my iPhone to iCloud.
I tried creating a new event directly on iCloud.com to see whether it pushes to any of my device and got this "This event couldn't be created because of a server error; please try again." error.

We previously had a similar issue when migrating multiple accounts from MobileMe to iCloud. The issue was resolved by disabling and then enabling iCal sync through iCloud on our iMacs in System Preferences.
Always backup your calendar before troubleshooting (File > Export > iCal Archive).
The following steps are roughly from a Apple Support Community discussion.
Open iCloud in System Preferences.
Switch off (uncheck) iCal sync in iCloud System Preferences pane.
Backup iCal before doing this. You will need to remove calendar data.
Open iCal and verify the iCloud account is removed in the iCal preferences under accounts.
Close iCal, reopen System Preference and switch on (check) iCal sync in iCloud System Preferences pane.
Reopen iCal and verify the iCloud account is enabled in the iCal preferences under accounts.
At this point if the problem persists you might try completely signing out of iCloud and then signing back in. But remember to backup all related data (iCal, Contacts, Mail, Photostream, etc) before turning off iCloud sync!
