Need help signing out of iCloud

I have two iCloud accounts; one for purchases in iTunes and another for iCloud. I'd like to merge them but Apple won't let me. I'm setting up a new Mac and inadvertantly set up iCloud on the MacPro with the wrong email address (the one I use for iTunes). Now I'm getting error messages when I try to log out of the 'wrong' iCloud identity. Specifically, I uncheck all the boxes for iCloud services and then click Sign Out. Then, a checkmark keeps reappearing in the Keychain check box with a message saying, "Waiting for approval from other device." If I click Sign Out, I get a message saying, "Your iCloud account couldn't be removed at this time. Turn off all iCloud services and try again."
So how do I find out what other device of mine needs to approve my signing out of the Keychain on my MacPro? (Keep in mind, the other devices are logged into the 'correct' iCloud—the one I'm trying to use for my MacPro.)
Where do I give approval on these other devices?
My other devices include a MacBook Air, an iPhone and an iPad Air.

If you have Find My Phone activated, deactivate it. on all devices.

    You can sign into your iCloud account on more than two devices at the same time if you want.  But if you want to sign out on your old phone, go to Settings>iCloud, scroll down and tap Delete Account, then provide your password (if running iOS 7).  This will only delete the account and data from this phone, not from iCloud.  Your other devices won't be effected by this.

    I have got myself in a bit of a mess after changing the email address linked to my apple id as the old address was no longer valid.  I have change the apple id but i need to sign out of iCloud ss the old ID is no longer valid.  I want to check that if I do sign out of I cloud my iPhoto library on my imac will be safe as there are some scary messages displayed when I am in the process of signing out saying that any photo's not imported will be deleted from my computer!
    Common sense tells me that you must be able to sign out without it deleting all the photos from your computer, but I would like to check with someone who knows!

    You just need to open iPhoto on your iMac and move any photos in the Shared  iCloud section (in the pane on the left of iPhoto) into an Event or Events if they already haven't been. Photos in Events are safe from any action by Photo Stream (iCloud).
    It is possible that you already have set iPhoto to automatically move the photos into Events where they are safe. That setting is described in the quote below from iCloud: My Photo Stream FAQ
    Because your Mac and PC have more storage than your iOS devices, you can choose to download all of your My Photo Stream photos automatically.
    In iPhoto or Aperture preferences on your Mac, select Photos (or Photo Stream) > My Photo Stream > Automatic Import. All of your photo stream photos will import into your Events, Projects, Photos, Faces, and Places folders in iPhoto or Aperture.

    Make sure you are signed into iMessage and FaceTime with your current ID.  If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
    Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Click edit next to the primary email account, change it back to your old email address and save the change.  (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.)  Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID).  Then go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https://appleid.apple.com and change your primary email address back to the way it was.  Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device).

    If you mean that Find My Phone is asking for a password to a different Apple ID to your current Apple ID and that ID is a previous version of your current ID, not an entirely different one.
    This feature has been introduced to make stolen phones useless to those that have stolen them.
    However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details and some other circumstances.
    The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device. It may take a short while to remove the account.
    You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

    As far as I know you can't delete the primary email address for an iCloud account.  It's assigned when the account is created.  But your neighbor wouldn't have been able to get into your iCloud account without your Apple ID and password.  Are you sure the account wasn't still on your phone when you gave it to him?
    You could migrate a copy of your data to a new iCloud account but I would still be concerned that someone else was using my old account, which presumably still has your data in it.
    I'm fairly certain that you're going to have to have iCloud support help you sort this one out as they may have the ability to make changes to an existing account that users can't.  Make an appointment with the genius bar at a nearby Apple store and have them take a look at it.  If necessary, they should be able to contact iCloud support for you.

    If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.

    Try using the app My Contacts Backup, which will back up your contacts as an attachment to an email.  Send this email to yourself, open it on your Mac and double-click the attachment to import them to Address Book (or Contacts if you have Mountain Lion).

    On my Ipad, IOS 8.1.3, I cannot sign out from my old iCloud account as I am being asked for my old password. I did everything I found on support websites (i.e log in IMessage etc) but still stuck as I need my password for log out the "Find my Ipad".     You may be able to change or reset the password on this old iCloud/Apple ID account, even if you no longer have access to the email address associated with it. Once the password is changed/updated, you should be able to log your iPhone out of the old iCloud/Apple ID account and log in to the correct new account.     If you sign out of iCloud, all your iCloud data will disappear from your phone, including notes.  It will still be in iCloud in the existing account and will reappear on your phone if you sign back in.  If you aren't signing back into your existing iCloud account, you'll need to take steps to back up your data before signing out if you want to keep it.  This article explains how to archive or make copies of your iCloud data: Archive or make copies of your iCloud data - Apple Support.
