CSCeb24148 is a duplicate of  CSCea40671
The Release note is:
Symptom:
When a Cisco Catalyst 3550-24PWR interface receives an Electostatic Discharge
(ESD), from a powered IP Phone, for example, some interfaces go down and no
longer provide power.
Workaround:
Issues shutdown and then no shutdown on the affected interfaces.
Also, version 12.1(14)EA1 or later provides an ESD recovering mechanism.
Please upgrade to at least 12.1(14)EA1.
Another variant of the release note:
Symptom:
The following message is displayed on a Catalyst 3550-24PWR:
%ILPOWER-3-CONTROLLER_ERR: Controller error, Controller number 3: has been reset unexpectedly or s2w bus err
The interfaces might go down as a result, and the user must issue the interface commands
shutdown and no shutdown on the affected interfaces.
Condition:
The Catalyst 3550-24PWR received an Electro Static Discharge (ESD) event.
Workaround:
Make sure that the devices are correctly grounded.
Also, version 12.1(14)EA1 or later provides an ESD recovering mechanism.
Please upgrade to at least 12.1(14)EA1.
We will investigate why they are not published on Bug Toolkit.  They should be.
