Need photos from an iCloud backup!

When iOS 7 came out I updated my iPhone 4S.  I backed it up before hand and in the middle of the the process had to restore from the backup which is not a big deal.  However, while backing it up a notification popped up and said something and I was texting and so I clicked an option without reading what it would do.  Basically what I found out is that I stopped downloading all my photos from my backup.  It didnt really bother me at the time, however, I really want some old photos of mine.  I still have that backed up version, but also have a bunch of new stuff on my phone that I do not want to get rid of just to have those old photos back.  Is there a way for me to obtain photos from the old backup and add them to my current phone.
tl;dr:  I have an old backup I want photos from because they didnt all download when I backed up my phone.  How can I get them without removing all the new stuff I have on my phone now.
My Possible Solution?: Backup my current version of my phone.  Then restore my phone to the old version.  Save the photos I want from the old version to someplace.  Then restore it back to the current version.  Would this be viable and are there any other possibilities?

Your solution is the right one.
Back up your phone as it is now to iTunes.  Connect it to your computer, open iTunes, click on the name of your phone in iTunes, go to the Summary tab of your iTunes sync settings and click Back Up Now.  Then go to File>Devices>Transfer Purchases.
Then restore your old iCloud backup.  Go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the phone and when given the option, choose Restore from iCloud Backup and follow the prompts.  Be sure the phone is connected to wifi and your charger while it is backing up.
Import the recovered photos to your computer as explained here: http://support.apple.com/kb/HT4083.
Connect your phone to your computer, go back to the Summary tab of your iTunes sync settings and click Restore Backup, restoring the backup you made earlier.
Put the recovered photos in a folder and sync the folder to your phone by selecting it on the Photos tab of your iTunes sync settings.

    Question: how do I pull this backup out of iCloud without: A. formatting my iPhone5, B. buying some old iPhone4 on eBay just so I restore the old backup to it.

    You can't. iCloud backups are not viewable or editable. If you want the data, you'll have to restore it to an iOS device in order to get it.

    I understand that you are wanting to restore your new iPhone 6 from an iPhone 5 backup.  This sounds like the iOS version of your old iPhone 5 may be newer than what was installed on your iPhone 6.  Try going through the steps in the article below.

    I would also check to see the backup dates in iTunes and if the  backup is located on iCloud instead of iTunes.

    I experienced the same problem with the iCloud restore not working properly. I had my iPhone 4 replaced as the home button was defective. When attempting to restore an 9.5GB iCloud backup from the day before it just would not work properly. Firstly, half my apps did not restore, they would begin to download showing the progress indicator then just disappear, leaving my home screen naked. No big deal as apps can be downloaded again.
    However, what was a big deal for me was the 1,625 photos on my camera roll, including many of the first year of my kid's life. The camera roll would say downloading x of 1,625 photos, download a few of them, then simply stop downloading any new shots. When I would restart the phone it did not show any downloading message, it believed the restore was complete. I tried about ten different restore scenarios, listed below, all of which gave me varying results (some resulting in all my apps restoring) but all of which would only give me some of my photos back.
    What was a comfort was that I once got about 700 of the shots back. So the photos were still in the cloud rather than gone and this indicated that it was the restore process or the iCloud backup on my phone that was the problem. These are the things I tried in sequence as I despairingly tried to get my photos back...
    Things I tried that DID NOT work
    1) Erase all settings and attempt to restore again from scratch (four times)
    2) Tried the restore from a different WiFi network (once)
    3) Tried the restore from one WiFi network then switched to another once the restore 'hung' (once)
    4) Tried the restore from an Apple store WiFi network (once)
    5) Tried the restore from a previous iCloud backup (twice)
    6) Had Apple replace the iPhone 4 (once)
    With all of these I got a varying amount of my photos and apps back before it stopped restoring. I was also making the mistake (I learnt afterwards) of opening and moving between apps during the download to check progress.
    Thing I tried that DID work
    1) Did not plug the phone into my MacBook, I used the wall charger only to prevent any iTunes sync activity
    2) Erase all settings and data, restore from the iCloud backup and input passwords in all the pop up windows once it reboots.
    2) Open photos app gallery to see photos downloading and show the progress message "downloading xx of x,xxx"
    3) Left it on this photo screen and did not touch the phone at all for the entire restore. I did not close the photo galley/camera roll app once, open any other apps.
    Finally this time round it work and all my photos and apps restored in full. I am going to go back to syncing with iTunes as I don't trust iCloud for restores. It seems that iCloud does not handle photo restores that well, especially if the gallery is large. In short: Wall charger only, restore from iCloud, open Photos app, don't touch. Really hope this works for you too if you've had the same issue.

    Your Numbers documents were synced with iCloud so they would be stored on the server rather than being included in the backup.  If you were signed into your iCloud account on a Mac that you were backing up with Time Machine, you could restore them from your Time Machine backup.

    If the photos were in your camera roll album when you last backed up to iCloud you could recover them by restoring to your backup.  If you want to do this, restoring to an iCloud backup has to be done in the initial setup process.  If you have any data on your phone now that is not in the backup that you want to save you'll need to do that first.  Then go to Settings>General>Reset and tap Erase All Content and Settings.  You will then go through the setup screens as you did when the phone was new. When given the option, choose Restore from iCloud Backup (see image below).  Be sure you are connected to wifi and your charger as this will take some time to finish.

    The only way photos are stored in icloud is in a backup from an ios device.  This assumes that icloud backup was turned on and that camera roll was turned on.  Note that photo stream is a slightly different service that is used to sync photos from one device to another, it's not really a storage service.
    To retrieve photos that are in a backup, you need to reset a device (wipe all data from it) and perform a restore.  Note that many users have had problems getting their photos back from a backup - for one reason or another.  Remember, the suggested way of storing photos is to sync them to a computer or service like Dropbox.

    If you no longer have the phone or have any Backup of it at all, you can re-download your apps and your content from the iTunes Store by logging into your Apple ID at settings> iTunes & App Store. Unfortunately you can no longer recover the data that was associated with those apps.
    So far as your photos go, you can recover any photos that were in photo stream and taken less than 30 days ago by logging in with your Apple ID to settings> iCloud> photos. Unfortunately you will be unable to recover any photos from your camera roll.

    The way I did it was to:
    1. Go to my iPad (or any iDevice): Settings: General: Reset: Erase All Content and Settings.  This will wipe clean the iDevice, prompting you to set up as a new device or restore from an iTunes or iCloud backup.
    2. Restore from iCloud backup.  I had just deleted the note, so I chose an iCloud backup from the day before. You will need to be connected to your wifi network at this point.  Let it go through the motions of restoring the information.  It will give you an "estimated time remaining" status bar.  You need to be by your router at this point.  Once it finishes restoring, your iDevice will reboot. During the reboot, your iDevice will be loading all of the information that it just downloaded from the iCloud backup.  At this point, your old note will be in there, but as soon as it loads, if you're connected to the internet, it will re-sync with iCloud and you'll will right back where you were before you did the restore. I know because I did it once already.  To stop this from happening:
    3. As soon as your iDevice starts to reboot, turn off your wifi router or otherwise make it to where the iDevice has no internet connection. Your iDevice will finish loading the iCloud backup, and your notes will be as they were the day before or at the time of the last back up.
    I only had one note that I needed to retrieve, so I copied it and opened an email and emailed it to myself. I was a little concerned that this may not work, seeing as I was not connected to the internet, but, once I reconnected, the email sent. Naturally, at that point my notes were all synced back to current, but I had the note in the email and, thus, was able to recreate the note.
