You do not need wifi to erase the content of your phone. Go into Settings>iCloud>Find My iPhone>OFF.

If the old ID is yours, and if your current ID was created by editing the details of this old ID (rather than being an entirely new ID), go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

I am currently trying to download the latest iTunes version but I don't know that is going to help me as the problem is basic to Apple security.
If Find My iPhone is on and you cannot identify your phone as you said in the previous post, then it is not logged into your account. Is this a used phone that you are trying to restore that was not activated with your Apple ID and password? It isn't asking for a passcode, it is asking for the Apple ID and password, correct?
I think you need to tell a little more about this phone. I don't think you have told the entire story. Even the part in your first post about downloading iTunes. What kind of computer and operating system are you using? What version of iTunes do you currently have? Did you purchase and activate this phone when it was new? -

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Not possible. You need access to iTunes.
The passcode will be required to make changes to these settings or to disable Restrictions. Note: If you lose or forget a restriction passcode, you will need to perform a factory restore to remove it.

My iPhone 4 screen stopped working. The phone is still on but the screen is not working at all, it is juts black. I was told restoring my phone might solve this problem so i plugged it into iTunes. When I click on the restore iPhone button a message popped up saying I needed to turn off 'find my iPhone' in phone settings for the restore to be go ahead. Problem is I cant access my phone!
I went onto my cloud account to see if i could do it from here but it doesn't seem to be doing anything. Any ideas?From your iCloud account, you can go to Find My Phone and remove the iPhone from your devices list which will release it, or you could do a remote erase of the iPhone from iCloud.

WAITING FOR YOUR RECOMMENDATIONS...According to Apple support, you cannot remove the phone on the device list under "find my iphone" until you turn it off and it goes offline. (It also says the device will go back on "find my iphone" when it goes online again, which seems to mean you can successfully remove it, but as soon as you turn it back on it will be back on the list, and thus you will not be able to restore it.) It's a bit of a conundrum. In my case I couldn't for some reason turn off my phone with the home/sleep buttons - nothing happens, the phone stays on. While on a chat with Apple support, they got my iphone offline (I was able to turn it off by pressing the sleep button and swiping where the red "turn off iphone" arrow would have appeared) and removed it from "find my phone", but when I reconnected to itunes it turned on and reappeared in the "find my phone" list. Luckily, the screen suddenly appeared (it had done this several times yesterday, just briefly), so I was able to turn off "find my device" from the phone. I was then able to restore. Unfortunately, this does not answer the question of how to remove the device from "find my iphone" and keep it off while connecting with itunes to restore (unless you have my good fortune of having the screen suddently reappear). Apple support seemed puzzled that it had reappeared on the device list under "find my iphone". Time will tell whether the restoration fixes the blank screen issue.
