Need to update Safari 10.1.3 on OS 10.4.11

Is it possible to update my current version of Safari?
I extensively use MS Hotmail, and since they have updated HOTMAIL to OUTLOOK,
the display looks really crappy.  They suggest a update to Safari, but since my MACBOOK
is a 2006 model running OS 10.4.11, it has not been possible to find a update to SAFARI 4,1.3.

I suggest you try OmniWeb or Firefox. 
OmniWeb  contains the same internals as the Latest Safari.

    Open the Mac App Store and try downloading Yosemite. If you get told it's incompatible, choose About this Mac from the Apple menu, check if the computer has at least a Xeon or Core 2 Duo(not Core Duo) CPU and 2GB of RAM, and if it does, click here and order a download code for Lion 10.7.
    Back up your data and check your applications for compatibility before upgrading. In particular, Mac OS X 10.7 and newer don't support PowerPC programs such as versions of Microsoft Office prior to 2008.

    That's an unusual message to be getting on a Windows system. (Typically it's a Mac itunes installation message.)
    I'd like to have a closer look at that error message please, tamara.
    Try another iTunes install. While the error message box is open, hold down the Alt key and hit the PrtSc key. Paste the screenshot into an image file (using a program like Paint), and save the file.
    Start a reply here and click the wee camera icon at the top of the reply window. Click "Choose file", browse to the image file, select the file and click "Open". Now click "Insert file" to insert the screenshot into the reply.

    What version of Safari are you running now (click on safari in the menu bat , about Safari)
    5.1.10 is the latest version for SL.If you are getting a message from Yahoo saying you need to update Safari, ingnore it, it is an issue at their end.
    If you have a lower version than listed above,

    You may be able to convince the site to let you participate by enabling Safari's Develop menu in Safari - Preferences - Advanced; then using Safari - Develop - User Agent & trying others... say Firefox or IE 9.
    If that works, it will need changing for each new tab or window & after closing Safari.
    Failing that, use the Firefox web browser instead. Don't attempt to install Safari 6 or 7 on Snow Leopard.

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Although I already have Safari 2.0.4, I tried to install Safari update 1.3.1 any way. I tried installing 1.3.1 before installing 1.3.2 and I got this message from Safari.

    My "software updates" are up to date.  However, every website I go to, there's a notice that says I need to update my browser.  I follow the options to download Safari on Apple, and it leads me to a page about software updates. (ie; click on the apple, then "software update..") It's frustrating because on some sites it barely loads anything anymore.  Please help.  Thank you. 

    You need to upgrade the OS or switch to a product such as Firefox.
    To upgrade from 10.4 or 10.5, buy a retail Mac OS X 10.6 DVD from the online Apple Store.
    To upgrade from 10.6, your computer needs to have at least a Core 2 Duo(not Core Duo) CPU and at least 2GB of RAM. Download Yosemite from the Mac App Store, or buy a download code for Lion from the online Apple Store.

    Go step by step and test.
    1. System Preferences > Other/ Flash Player > Advanced >  Delete  All
         Press the "Delete All" button
         Install Adobe Flash Player.

        Follow the prompts.  Click Safari in the menu bar and then Quit Safari .
        Restart computer. Relaunch Safari.
    2.  Allow  Plug-ins
        Safari > Preferences > Security

        Press " Manage Website Settings" button for more options.

        Currently open website:
