New computer - backups fail and unable to sync.

My old Toshiba laptop crashed last month. I was able to recover most files and I put them on a new Dell laptop. I downloaded iTunes and added the recovered files. Unfortunately my iPhone backup was not recovered or I just can't find it.
When I plugged in my iPhone I had no choice but to set up as a new iPhone. BUT for whatever reason each time I plug it in to the laptop I am told that I need to either set up as new iPhone or restore from backup. If I choose restore from backup - it will spend 10-15 minutes attempting to restore from backup before telling me that it can't restore from the backup. When I eject the phone the software forces some kind of sync. The only way I can do anything in iTunes on the iPhone is if I choose to set up as a new iPhone which means I have to go in and set up all music and applications again.
I've done this 5 times so far - each time takes me about 2-3 hours to complete. The applications don't seem to be properly synced as several will open for a split second and then close down. I am also having issues playing songs on my iPod - it will play a song, then it will play a second or two of the next song in the play list and then the iPod app shuts down.
My phone is less than a year old - do I need to add Apple Care to get help or is there something that can be done to fix this? Is the issue with iTunes or the phone? I've already tried reinstalling iTunes with no luck... I'm at the end of my rope here

You will need to re-sync your iPod to add new music to it. Also, follow the steps given here

    Well I have not updated my phone is some time and while using a new computer to do so there was a connection problem and my phone become coorupt.
    While restoring the phone I lost all my applications, some which came at a very hight price. Now my phone has been updated but all the apps I had are gone and there is no record of them within Itunes. This is just BS and *****.

    Unfortunately, you're correct that the app data is gone. But at least you won't have to pay again for the apps.

    To be honest your post is rambling and difficult to read due to the lack of proper punctuation I only read it part way however...
    The first thing to do is a proper backup. Your system has Time Machine built into it, here is the Time Machine Tutorial. Look that over, get yourself an external HD to use as a TM drive and backup properly! This will backup all of OS X however it will NOT backup MS Windows!
    If you think your HD is failing then run Apple Hardware Test in Extended Mode and if it reports errors you can post them here.

    Is/was failing or has failed?
    If the old computer still runs one of these methods may be best.
    Method 1
    Backup the library with this User Tip.
    Restore the backup to your new computer using the same tool used to back it up.
    Deauthorize the old computer if you no longer want to access protected content on it.
    Keep your backup up-to-date in future.
    Method 2
    Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
    I'd recommend method 1 since it establishes an ongoing backup for your library.
    I don't have personal experience with iTunes Match, but in principle you should be able to download all the tracks currently registered to your iTunes Match account. This isn't quite the same as restoring your previous library exactly as it was. There is always the potential for iTunes match to provide the wrong version of a song and could be content such as movies, podcasts, audiobooks etc. that would have been excluded.

    P.S -I have not taken any backup of those photos. So please suggest any software or any other method.

    If those photos were part of the camera roll, they were part of the backup as well and you can restore from the latest backup you made on the old computer. After that transfer the photos to the new PC, follow this article: iOS: Importing personal photos and videos from iOS devices to your computer
    Then sync again to the new one, which will erase the phone again.
    You can also try to copy the backup folder from the old computer to the new one and see if the old backups get recognized, check this article to find the location on your PC:

    If the photos were not taken with the phone, your data is gone, photos you sync from iTunes to the phone are not included in the backup.

    Pictures, assuming they were taken with the device, can be copied off at any time.  This has nothing to do with syncing.
    If the pictures were instead synced to the device via iTunes, they are not the original images.  Instead, they are optimized copies of the originals for display on the iPhone.  There is software that can extract them, google it.
    Where is the backup of the computer?  And before you ask, the iPhone, like all iDevices, is not and has never been a backup device.

    Try going to the Purchased tab in the App Store app on your iPod and you should be able to redownload an older compatible version of the app from there - you won't be able to do it from your computer's iTunes, you can only download the current version of an app on there, it is only directly on a device that you can potentially redownload an older compatible version.

    The sleepimage file still reappears even if never slept. Delete it (hibernate off, etc) - within minutes its back.

    Because you can only synce with one iTunes library and you are switching libries by using the new computer. To nake this yyour syncing computer:
    - Move all the media(apps, music, synced video and photos etc) to the new computer.
    - Connect the iPofd yo the computer and bake a backup fo the iPod by right clicking on the iPod under Devices in iTunes and select Back Up
    - Restore the iPod from that backup.
    Note that the backup that iTunes makes doe not include media.
