New Date() in Safari 6.0.3 gives +- 1 hour during timezone change

Hi,
Java Script Date object adds one additional hour when Date is parsed in the below format.
This happens until the 10th hour on timezone change day which is 03/10/2013 (PST to PDT change).
new Date ('3/10/2013 02:00'); =>
Gives Sun Mar 10 2013 03:00:00 GMT-0700 (PDT)
new Date ('3/10/2013 09:00'); =>Gives 
Sun Mar 10 2013 10:00:00 GMT-0700 (PDT)
new Date ('3/10/2013 10:00'); => Gives
Sun Mar 10 2013 10:00:00 GMT-0700 (PDT)
Likewise upon timezone change from PDT to PST (First Sunday of November), date parsed using new Date() subtracts 1 hour.
new Date ('11/03/2013 02:00'); =>
Sun Nov 03 2013 01:00:00 GMT-0800 (PST)
new Date('11/03/2013 07:00');
Sun Nov 03 2013 06:00:00 GMT-0800 (PST)
new Date('11/03/2013 08:00');
Sun Nov 03 2013 07:00:00 GMT-0800 (PST)
new Date('11/03/2013 09:00');
Sun Nov 03 2013 09:00:00 GMT-0800 (PST)
Does anyone know if we have a fix for this in upcoming releases?

Somehow, you've got part of Safari's frameworks for Mountain Lion calling for something that doesn't exist in Lion.
Sounds like you already downloaded/installed safari 6.0.3 for Lion via software update, and yet it didn't alter that.
You could try removing /System/Library/StagedFrameworks/Safari/ before running the install again, or 'force' the update using Pacifist...  but for ease, if not time too (since there might be other wrong files), I'd suggest you boot into Recovery & reinstall the OS, then run software update (after backing up, of course).
