New iPhone 4s for business account, cannot make or recieve calls, goes to operator.

Ok hear me out because I've done plenty of research and been on the phone with a tech for over an hour, and have still gotten nowhere.
Every time I try to make a call, it rings three times then goes to a Verizon operator which says:
"You're calling regarding a number linked to a business account, for inquiries about this number or account, press 1."
I press 1 and:
"To swap or activate a phone press 1."
It then tells me to hang up and dial *228, which I've already done.
I can use data and receive emails, even when not connected to wireless.
I've tried resetting network settings, factory resetting my phone, disabling data, you name it. I am at a loss.
Also this is a new number so it is not linked to an old phone.
Can anyone offer any insight into this? Thanks!!
Also the Verizon tech supposedly put in a ticket after she was unable to help me, but I never received the email so I feel I am back to square one.

The second thing I would recommend is to simply change the phone number either online through my Verizon web portal or call customer service and have them change your number.
Then wait about 20 minutes and see if the problem has gone away.
Since the micro Sim is only good for overseas unlocked use;  I believe a *228 send and select option 1 will set up your device on the Verizon network. You may just try doing that without changing your phone . Hey give it a try what can it hurt?

    Constantly my iphone 4 (5.0.1) has no service and the blue bubble pops up saying needs to be restored cannot make or recieve calls and a restore wont fix it.Can i replace my iphone? its a year and a half old .I bought it from vodafone.
    Can i go about fixing it myself? i dont really know whats causing the problem.
    One more thing,sometimes wi-fi and bluetooth is greyed out when i turn the phone on,then sometimes there ok.What could cause this?
    Plus i cant see my baseband version when the above happens.
    I live in ireland so no genuis bars around here.

    Have you restored your phone as a new device?  Restore your phone as NEW without adding ANY apps, music, or anything else.  Now try your phone.  If it works, then you probably had corrupt software on it.  Go ahead and put your apps and media back on.
    If after you restore as NEW and BEFORE you add anything onto your phone it's still acting up, then you have a hardware issue.  You'll have to pay the out of warranty exchange fee to have your phone replaced.

    I have reset the network settings and the phone itself.  I have called the *228 and it said it reprogramed my phone.  walked away from my phone and it found service again for like 2 minutes and then went back to searching.  This is pathetic, I basically have a touch now.  I have hear several people have had this problem and it seems even after the phone is replaced they still have the problem.  I can't belive you can spend this much on a phone to have it not work.     I have an iphone 4 which is currently using ios 6 point something, and i cannot make or receive calls. it does not work anywhere with any type of connection, mic and speakers work fine with everything else. phone is a few years old, can't rememeber exactly. when i try to call someone, it will come up on the screen as usual, but no audio at all (dial tone,ringing, person's voice). other person cannot hear me either, and same goes for when somebody else tries to call me. this has been going on for months and i really need some idea of why it is happening other than just 'try turning it off and on again'. just saying. thanks i also can't hold a wi-fi signal or send images over text or imessage, but the calling is the most important.

    When you have the passcode lock enabled, if you connect your iPhone to iTunes on a different computer - different from the computer you normally sync your iPhone with, I believe entering the passcode is required.
    Is this a different computer than you normally sync your iPhone with?
    If not and placing your iPhone into recovery mode which requires restoring your iPhone with iTunes which was successful, did you restore your iPhone from your iPhone's backup, or as a new iPhone or not from your iPhone's backup? I have the passcode lock feature enabled and when I've restored my iPhone from my iPhone's backup, my passcode was not restored - I had to re-enable my passcode.
    If you restored from your iPhone's backup with no change, try restoring your iPhone as a new iPhone or not from your iPhone's backup. If there is a problem with your iPhone's backup, restoring from the backup will also restore the problem.
    If no change after restoring as a new iPhone or not from your iPhone's backup, you can call AppleCare or make an appointment at an Apple store if there is one nearby.

    It is sounding like there IS no help for any of us. It also appears that our problems with the upgrade are not consistent. You cannot make calls/texts. Troyfromencinitas has lost his texts. I lost all of my music and cannot get iTunes to sync my phone (it self cancels after step 6) to get it all back. The upgrade also rendered all of my apps useless (they'd come up for a flash and then revert to the home screen again).
    I went through support last night and - as Troy-from-Encinitas said - you cannot return to the OS before your upgrade and everything I was told to do did NOT work to restore sync ability. The last suggestion was to uninstall iTunes and reinstall. If I do this, I lose the organization of 14G of music and ALL of my playlists. So, he suggested instead that I erase all of my apps from iTunes and redownload them from the iTunes store. Since they were closing in 15 mins and the download was going to take a while, he suggested I get ahold of them again this morning if his idea didn't work. It didn't. I ended up just downloading them from my phone so I can at least have my Kindle back.
    Now, there is no way to get ahold of anyone today so have made a call appt for tomorrow morning to try again. I am WICKED ****** about this but there doesn't seem to be anything I can do about it short of buying a new NON APPLE device. ARE YOU LISTENING APPLE?? iOS 5 is rendering Apple devices USELESS!! Sigh.

    trust that someone will be able to assist phone was working perfectly until yesteday afternoon when i tried to make a call it said call failed as well as recieving it goes to voicemail i have contact my network subsbribe problem not on there side ,when i try and send a message it gives me supplementry error :unknown and general error ,my bis is working perfect as well as everything else just the call failed problem ,,i am practically begging for assistance so anyone that could assist will be much apreciated .oh tried the removing batt while phone on removed sim card put into another phone no problems ..

    Wow...a tough paragraph to parse with so little punctuation. But, I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
    1) Register HRT
    KB00510 How to register a BlackBerry smartphone with the wireless network
    2) Delete and Resend Service Books
    KB05000Delete the service book for the BlackBerry Internet Service email account from the BlackBerry smartphone
    KB02830 Send the service books for the BlackBerry Internet Service
    3) Batt Pull Reboot
    Anytime random strange behavior or sluggishness creeps in, the first thing to do is a battery pop reboot. With power ON, remove the back cover and pull out the battery. Wait about a minute then replace the battery and cover. Power up and wait patiently through the long reboot -- ~5 minutes. See if things have returned to good operation. Like all computing devices, BB's suffer from memory leaks and such...with a hard reboot being the best cure.
    Hopefully that will get things going again for you! If not, then you should contact your wireless service provider for formal support.

    I bought a new laptop and I haven't transferred my stuff over from the old laptop. my phone keeps shutting itself off. I'm afraid to restore it because I don't want to lose my apps or purchased music or my pictures.

    Every time you sync your phone to your computer it does an automatic back up.  Go your itunes preferences and click on "devices" and it'll show you a list of any backups you have.  These back ups will have your app data (not apps), contacts, calendar, notes, settings, a few other things store.  To get your content you purchased back see Downloading past purchases from the App Store, iBookstore, and iTunes Store
    Also if your purchases are on your computer you can simply resync after restore.  See iTunes: Backing up, updating, and restoring iOS software for help.

    If you purchased your phone directly from Apple, in the US, you have 30 days from the date of purchase to return it for a no questions asked refund. 14 days in the rest of the world. If you make an appointment at the genius bar, & the genius bar determines your phone is defective, they will replace it on the spot. Whether the replacement phone is new or refurbished cannot be determined, as all replacement phones come in a white box. However, given how new the iPhone 5C is, most likely the replacement will be new, & not refurbished. Those are your options.

    On my iPhone 4 (not S) I got the "Restore Needed - iPhone cannot make or receives calls" message. I restored the phone, and it worked for about 30 minutes, then got the same message. I read on one of the forums here to try doing "Reset Network Settings" in the General Settings pane, which fixed it for 30 minutes or so again.
    Is there anything else to try or should I just head to the Genius Bar? Can you take it to an ATT store for repair/replacement?

    Apple handles all hardware/software issues.  If you've had the device less than 30 days, you can exchange it at an AT&T store.  If you've had it more than 30 days, do not waste your time at an AT&T store, there is nothing they can do for you.
    Have you tried a restore as new to see if the problem continues?  It is entirely possible that the issue is something specific to the backup or a corrupted file/setting in the backup.

    so i walked back over to my table and saw it looked like i had a text that just came it and it was this message that said "Repair needed, iPhone cannot make or receive calls". no service, restarted the phone and its all good now.

    going to an apple store isnt exactly easy for me now (nearest one is an hour away, after aug 11 ill be really close to one though)
    the threads i found via search on this were either no answers or just "restore it and if it happens again call apple".
    i do have a habit of getting dud phones every time i get a cell phone (first razr needed to be replaced right out of the box, first gen iphone the home button wore out in 4 weeks so i was kind of hoping 3rd time would be the charm, not sure though)

    This same thing happened to me last night. Same error and when I tried to restore I kept getting the 1604 error. I was working and it happened around 11:00pm. I setup an appointment with the 5th Ave. store in NYC for 2:10am. I get there and one guy tells me it will be covered under my warranty. The "genius" tells me something is caught in the headphone jack and that they can't get the spill detector in there to verify if it's spill damage and that I'm up the creek. So, $199 for a 1st gen 8GB or $199 for a new 8GB 3G. I'm really upset about this as I didn't have a working phone and that's not very conducive to my line of work and I'm told I yet again need to spend more money. There was nothing I could do and they wouldn't budge I ended up getting a new 16GB White 3G today, but I'm not happy with this outcome. The new phone is nice, but I really thought long and hard about sticking with my original iPhone till next year. I hope that you outcome is much brighter At least I didn't have to wait in line today. I walked right into the 14th St. store and they said they had 2 16GB's if I was interested in one and I took it.

    Just started getting this message on an IPAD:
    "Repair needed. iPhone cannot make or receive calls. Contact Apple at www.apple.com/service."
    3g and wifi is not working. The ipad has only been connected to itunes once when the device was set up so I'm worried about losing everything.
    I've looked online a bit and found a bunch of users with this issue on their iphone but couldn't find many ipad users with the issue. It sounds like the only way to make it work is to "restore" it or get a new one. "restore" means factory reset? Will I be able to back up everything first?
    I may try upgrading the device to ios 4 first.
    Anyone else encounter this issue and know how to fix it?

    Strangely it started working on it's own after a few days. Then I connected it to itunes, created a backup, and upgraded to 3.22. Of course it quit working on vacation then started working again when I was on my way home. I guess I better bring my laptop next time in case it acts up again. Too bad ipad and iphones are tied down and require a PC.
