New iphone 5s but I cannot write new emails

I can receive emails on my hotmail account and on my work account but I cannot reply or forward any of them nor can I write a new email
Any ideas?

You seem to have more than one thing going on as far as mail is concerned. As far as work mail not sending, you are correct in saying that it has something to do with the SMTP server, which is the part that sends mail. Depending on what kind of error message you see when you attempt to send will determine what kind of troubleshooting needs to be done. As far as the other, I suggest that you first force closed the mail app. See this iOS: Force an app to close
As far as after that, go ahead and do a reset of the phone. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone will reboot. Turn your iOS device off and on (restart) and reset
After that, try opening the Mail app again and see if you can create a mail message. If not, then the next step is to restore from backup. Follow whatever instructions are appropriate. iOS: Back up and restore your iOS device with iCloud or iTunes
If the Restore from backup does not work, then you will need to restore the device as new. See this. Use iTunes to restore your iOS device to factory settings

When you see the old number come up in the suggested choices look for a blue arrow to the right of the Contact. Tap the blue arrow and then tap Remove from Recents.

I bought a used iPhone 4S but I cannot add or delete apps or music. Cannot reset as no tab is found under General. And I do not have iCloud PW of previous owner. I thought whom I purchased from was reliable but may have been taken. Any ideas how to resolve problem if solvable or how can I found out if phone was stolen? I saw a message on screen : the activation server is temporarily not in use, the iPhone not activated.
Try connecting your iPhone to iTunes to activate it or after a few minutes and try again.

How can I change it when I cannot view it on my account. I am not even sure how this got setup.

If you mean your rescue email address, it's in the Passwords and Security section, after you answer the two security questions.

Try going into Settings > Mail, Contacts, Calendars > select the account > account name , tap on SMTP (under the 'Outgoing Mail Server' heading) and then tap on your Primary Server and try entering your email account and password and see if it then works

When I click on NEW in mail nothing happens so I cannot write any emails.

As far as I know you can't delete the primary email address for an iCloud account. It's assigned when the account is created. But your neighbor wouldn't have been able to get into your iCloud account without your Apple ID and password. Are you sure the account wasn't still on your phone when you gave it to him?
You could migrate a copy of your data to a new iCloud account but I would still be concerned that someone else was using my old account, which presumably still has your data in it.
I'm fairly certain that you're going to have to have iCloud support help you sort this one out as they may have the ability to make changes to an existing account that users can't. Make an appointment with the genius bar at a nearby Apple store and have them take a look at it. If necessary, they should be able to contact iCloud support for you.

Iphone doesnt work that way. you can only put in music with itunes ona computer .

TS1398 I have home wifi on my iPhone 5 but sometimes cannot access internet. I have tried the troubleshooting hut still doesn't work

I get intermittent failure of home wifi. My iPhone 5 shows full wifi signal but I cannot connect to the internet. I just get a message saying " Safari could not open the page because the server stopped responding ". I do not have this problem with my iPad mini which is connected to the same router. I have used the apple troubleshooting guide but still cannot fix the problem. Does anyone else have the same problem?

If you have carefully follow ALL of the steps in that article, you are using a USB port directly on your computer and not a USB hub (don't use a front port on a tower or desktop either, as they are an internal hub) and you installed iTunes correctly using an Administrator ID and you have tried disabling your antivirus and firewall then there is no hope of it ever working. Look at the tip again, and go through it carefully, not skipping any steps.
Note, BTW, that an iPhone will not show up on a computer, only in iTunes. If there are photos in the Camera Roll then it will appear in Windows as a digital camera only.

How to use iTransfer
1. Launch iTransfer on both devices

5. Select Photos, Music or Files to transfer
6. Tap "Received File"
7. Select the received file and decide what action you'll like to take e.g. View, Email, Open In
