New to iPhoto - Can I store photos in Public folder?

I am new to iMac and iPhoto.
My wife and I both have user accounts.
Can I store my photo collection in my public folder, then have both user accounts use iPhoto to access the photos, or will this cause a problem?
Ideally, I would like us to share one album. But I do not know how iPhoto organizes, and do not know if this will cause a problem for two separate iPhoto programs on different user accounts (same computer) accessing the same photo library.
Before I start, is this OK? Or should we both just have a separate library on our own accounts?

Best advice: use two libraries in separate accounts and then use iPhoto Sharing to share the pics:
For iPhoto 09 (version 8.0.2) and later:
If you want the other user to be able to see the pics, but not add to, change or alter your library, then enable Sharing in your iPhoto (Preferences -> Sharing), leave iPhoto running and use Fast User Switching to open the other account. In that account, enable 'Look For Shared Libraries'. Your Library will appear in the other source pane.
Any user can drag a pic from the Shared Library to their own in the iPhoto Window.
Remember iPhoto must be running in both accounts for this to work.
Tha advantage to the above is that it's really safe, especially for new users. However...
If you want the other user to have the same access to the library as you: to be able to add, edit, organise, keyword etc.
Quit iPhoto in both accounts. Move the Library to the Users / Shared Folder
(You can also use an external HD set to ignore permissions, a Disk Image or even partition your Hard Disk.)
In each account in turn: Double click on the Library to open it. (You may be asked to repair the Library Permissions.) From that point on, this will be the default library location. Both accounts will have full access to the library, in fact, both accounts will 'own' it.
However, there is a catch with this system and it is a significant one. iPhoto is not a multi-user app., it does not have the code to negotiate two users simultaneously writing to the database, and trying will cause db corruption. So only one user at a time, and back up, back up back up.

    If you mean by using photo stream, you can but iCloud only keeps photo stream photos for 30 days.  You will need to download them to your Mac during this 30 day window or they will no longer be available.
    Or, just leave the photos in the camera roll on your iPad until you return, then import them to iPHoto on your Mac as explained here: http://support.apple.com/kb/HT4083.

    Photos should be regularly synced to a computer (like you store photos from a digital camera) using either USB via iTunes (on a mac use iPhoto or Aperture to move them to an album) or using photo stream.

    what version of iPhoto are you using?
    what system version are you running?
    what do you see when you launch iPhoto to open your library?
    what fixes have you tried before coming here?
    where is you library located?
    how long has this been occuring?
    did you apple any updates or upgrades just prior?
    are you running a "managed" or "referenced" library?
    what type of Mac?
    how much free space on your boot drive?
    What do you see when you click on a thumbnail?

    In my version of iPhoto (09) just open up iPhoto and select 'Photos' under LIBRARY on the left hand side. Get the two events in view, reduce the photo size to the minimum if needed. Just drag the photo from the wrong event to the correct one

    You can't. If you want to delete photos from the iPhone, import your photos using a computer.

    You can find a way to do that with shared photostreams, but that is not what I would recommend. I d rather you imported those pictures to your computer.

    Moving the iPhoto library is safe and simple - quit iPhoto and drag the iPhoto library intact as a single entity to the external drive - depress the option key and launch iPhoto using the "select library" option to point to the new location on the external drive - fully test it and then trash the old library on the internal drive (test one more time prior to emptying the trash)
    And be sure that the External drive is formatted Mac OS extended (journaled) (iPhoto does not work with drives with other formats) and that it is always available prior to launching iPhoto
    And backup soon and often - having your iPhoto library on an external drive is not a backup and if you are using Time Machine you need to check and be sure that TM is backing up your external drive

    Elements editor is an editor, not a storage program. Even the full version of PSE that you buy elsewhere than the app store does not store your photos. The organizer program that comes with that is merely a database of the photos you store elsewhere.
    You don't have to use iphoto if you don't want to. If you want an image manager there are several others to choose from (aperture, lightroom, etc), or you can just use folders if you prefer that method.
    In any case, all the Elements Editor does is edit, not store.

    In beta1 I believe the max size was 15megs, I am not 100% for Beta2 but I doubt they would have changed the amount.
    I created an online menu for a fake restraunt for fun, the file was quite large with the high-res photos in it. How I got the whole file into Catalyst from Photoshop is I removed the large background images and then imported them individually into the Catalyst project.
