Newbie: How do I change the notes the bass plays

Question

I'm a newbie and I'm just trying to create a 12-bar blues with bass and drums that I can practice against. I've got my Drum track and an Electric Bass track. It's an A-minor blues but I don't know how to get the bass to move to the IV in the fifth measure (or the V in subsequent measures for that matter).
Any hints would be really helpful!

IMO this is the single biggest flaw in all of GB. This is a common musical task, and GB makes it unintuitive or impossible to automatically achieve.
Here's the best way to do this automatically, as is:
Select your region and go to the edit window.
Pitch shift up by half steps:
5 half steps brings it up to the IV
7 half steps brings it up to the V
The problem is that the transpositions will be literal. Typically, you'd want the V to be major - a dominant chord leading back into the I (minor in this case). But literally moved up by half steps, your V will be minor, a mirror image of the original loop starting 7 half steps up.
This may be helpful anyway.
Otherwise, as Poflynn suggests, you can manually move things around in scroll view and get just the notes you want.
Best would be an ability to transpose to a musically meaningful note in the scale in the language of music, just as you said - IV, or V - and have the program offer options for quality of chord (minor, major, etc.).
