Nexus1010 Did not receive supstate notification in 180 seconds. Still waiting

Question

After reboot due to powerfail our primary Nexus 1010 fails to boot. Output from console:

Repeats 5-6 time every 180 seconds and then the appliance restarts by itself.
Do I need to reinstall?
