No facetime icon ever

i bought my iPhone 4 from saudia arabia and i know it dosent have facetime icon on it so i travel to jordan i use jordanian network now and its ok for using facetime here for other iphones !! why facetime cant be just appear in my phone !!!!

Facetime is removed from iPhones sold in the UAE and Saudi Arabia because your country has a regulation prohibiting the use of IP-based communications technology.

You don't have a separate FaceTime app on an iPhone like you do on an iPad, instead you access it via the button at the bottom of a contact in the Contacts app or Phone app.

I just purchased my first iPhone last week (the 6, 16gb) and I transferred all of my contacts over through my gmail. Previously I had a regular old Android prepaid phone. Anyway, all of my contacts that I had backed up transferred over through the settings, and all of my contacts that I know have an iphone have the 'FaceTime' icon under their contact info, except for one. He is an iphone and I simply am unable to figure out the problem!
I have gone under the settings, then to Facetime, to make sure Facetime was on. I also had him do the same thing.
When I make a regular phone call to him the Facetime button is illuminated, but when clicked, it says that 'Dad' is not available for FaceTime.
BUT until today when a regular phone call was made, the Facetime button wasn't illuminated at all. Any ideas?

Obviously I need to speak another language for you.... AGAIN my intentions were to answer the original post... Obviously more than one person has had this issue... I didn't create the post!
