No internet access for laptop when another device is using wifi

we have both an airport and an at&t "2wire" modem. The airport is plugged into the wall outlet, the modem is connected by a wire to the airport. The modem has a wifi network and that's the network that we connect each of our apple devices to (laptop, iphone, a couple of ipads). when the ipad or iphone is using the wifi, we can't get internet access on our laptop. we just get an error message like "another device is currently using your wireless." any idea why this is happening? the only way to then fix the problem and get internet access on the laptop is to turn off the wifi on the other device, unplug and then plug in the airport, and restart the laptop. 

Thanks for the update. If you want to use the AirPort Express to extend the range of the wireless network provided by the 2Wire modem (actually a combination modem & wireless router or gateway) that is possible. What you would have then is a single network with greater range to cover your entire home (hopefully.) This should also resolve the issue with not all of your network clients being unable to connect.
Since you have the two network devices already interconnected by Ethernet (wire), you just need to configure them both for a "roaming" network. Please check out the following Apple Support article for details.

    I would recommend that you do the following as a minimum:
    Power-down the modem, AirPort base station, and computer(s).
    Power-up the modem; wait at least 10-15 minutes to allow it adequate time to initialize.
    Power-up the AirPort base station; wait at least 5-10 minutes. Note: The AirPort's status light may continue to flash amber after it has intialized. That is because, there may be some additional configuration items necessary, like setting up wireless security, before the overall setup is completed to get a green status.
    Power-up your computer(s).
    If the above steps do not solve the problem, start over with step 1 above, but then perform the next steps between steps 1 & 2. above.
    Disconnect the AirPort base station from the Internet broadband modem.
    While all of the devices are powered-down, perform a "factory default" reset on the base station. This will get it back to its "out-of-the-box" configuration and make setting it up much easier, especially if you use the "Assist me" process within the AirPort Utility. (ref: Resetting an AirPort Base Station or Time Capsule)
    After the base station resets, go ahead and power it back down.
    Reconnect the AirPort base station to the Internet broadband modem. For the Extreme and Time Capsule, be sure to connect the cable to the base station's WAN (circle-of-dots) port.
    Continue with step 2 in the first set of steps.
    In this basic configuration, the AirPort base station will broadcast an unsecured wireless network with a Network Name (SSID) of Apple Network NNNNNN. Network clients, connected to the base station either by wire or wireless, should now be able to access the Internet through the ISP's modem. Once Internet connectivity has been verified, you can use the AirPort Utility to configure the base station for wireless security and any other desired options. Please post back your results.

    I was thinking I could use an ethernet cable and do the same sort of hookup on another person's PC as I have done on my own PC to allow me to use my laptop when I visit.     Is your work computer barred by your employer's policy from accessing the
    Internet. If the answer is yes, you may get yourself in hot water or worse by
    using your iPhone to give internet access to the employer's computer. You
    may wish to check into your employer's policies and attendant punishments
    for violation before proceeding too far. In many companies, making such
    alterations to the way the employer owned computer operates is grounds for
    immediate dismissal.

    Rcshnoor nailed it, everything will depend on how they manage their data connection once the laptop is connected.  It is perfectly feasible that they will have no issues with this new connection.  However, there is nothing stopping the user from going above and beyond the data usage cap currently sufficient for the phone by itself.  We cannot presume that any estimations on new usage will be accurate either.
    Users should always be aware of the reality that revolves around data usage and the devices that consume them.  Its no different than installing a 2nd waterline/hose on your house.  Sure the hose will be fine if you remember to turn it off when you are done, but no one is going to stop you from letting it run all night if you forget.

    I have wireless network connection on my home pc and laptop but only have internet access on my home pc I cannot get internet access on my laptop. When I run the trouble shooting program and the diagnostic program on my laptop it says that the broadband modem is experiencing connectivity issues  and I have to turn off the modem and reset, which i have done and still no internet access on laptop. Any ideas on what else I can do, my husband has the same problem on his laptop as well. It has always worked before, this problem only happened a couple of days ago.

    It probably means you've manually set an ip address of another device on your network to the ip address that your dhcp server wants to assign to your computer. Or, it means that a neighbor has connected to your network with a fixed ip address that your dhcp server wants to assign to your computer. Or, it means that you are really connecting to a neighbor's network and you've set your computer's ip address manually to an address your neighbor is already using for one of his devices.
    Make sure that all your network devices are set to receive their ip Address automatically (dhcp). Restart your router and all connected devices to see if that clears up the problem.

    When I am setting up my new Time Capsule I get a pop up window that says another device is using my IP address and I have to change it.  My time capsule will not work or connect to the Internet.  I assume that is why.  Everything is plugged in as should be.  I also have a wireless DVD player and my DISH network plugged in to the Ethernet of the Time Capsule.

    You need to do the setup of the TC before you plug it into the network.. you obviously already have a router, so set the TC up as bridge device.. in airport utility/internet tab/connection sharing.. off bridge mode.. then you can plug it into the network and whatever is main router will do its job properly.
    If this is not the case, then you have a static IP setup somewhere.. or another dhcp server.. track down and remove it.

    Firefox works fine on Windows 2000 SP4 for me.

    I've got a Motorola modem/gateway - 3360 from WalMart.  I have the AEBS working in bridge mode connecting my iMac & Printer fine, but my iOS devices won't connect. 
    While troubleshooting & trying all types of settings, I was able to get EITHER the iMac or the iOS devices connected to internet, but not both at same time.
    Then I noticed I am getting "another device is using the same ip address.." message.
    I have changed the AEBS ip address & had been able to get either the iMac or iOS devices working depending on which ip address I use. 
    BUT now, all my iOS devices dont connect to the internet regardless of the ip address of the AEBS.
    All my iOS devices see the network, and accept the network password, but they do not connect to internet, circle just keeps spinning...
    Any assistance is GREATLY appreciated.

    It looks like may have to go back to square one and delete my network & set it up from scratch if I don't figure it out.
    If you do go this route, I would like to make a suggestion for your consideration, and that is to assign static IP addresses to devices that are "permanent" on your network or ones you want to make sure can be reachable at all times. These (again) would be servers, routers, wireless access points, network printers/scanners, NAS devices, etc.
    I would recommend the following IP addressing scheme as a baseline and you are certainly free to deviate in any way you see fit to meet your networking requirements:
    Reduce the number of IP handed out by DHCP. By default, most routers will provide 100-200 private IP addresses within their DHCP leasing scope. The AirPort, by default, assigns 10.0.1.2 thru 10.0.1.200 via DHCP. Your Motorola may assign 192.168.0.2 thru 192.168.0.150. Either way, I would reduce this to no more than fifty (50) total which should provide you with plenty of addresses even if you are hosting gaming convention at your home.
    I use the following IP address scheme for the "permanent" network clients:
    Network Printers: 10.0.1.200 - 209
    NAS Devices: 10.0.1.210 - 219
    Wireless Access Points or routers reconfigured as bridges: 10.0.1.220 - 229
    Servers: 10.0.1.230 - 239
    With the "permanent" devices pre-assigned with static Private IP address that are outside of the DHCP range, you shouldn't ever get an IP address conflict again.

    Is your AirPort Extreme Base Station (AEBS) the only router in your network configuration? That is, is it connected directly (by Ethernet) to an Internet Broadband modem OR to another router upstream of it? Regardless, what it the make & model of the device that it is connected to in order for it to gain Internet access?
