No sim... never locked phone or locked?

I bought IPhone 4G(never locked) in France, in apple shop. But when I back in Ukraine, open one and try to use my phone don't see sim card. When I asked specialist's and they say - my phone is locked. How I can check it and what to do?

It should, yes, but again, you would get no warranty or service from Apple in Russia for a US-sold iPhone
Or best solution to give it back to BestBuy and get another one directli from AppleStore?
I would strongly recommend that you return it to Best Buy and purchase from Apple or an authorized iPhone reseller in Russia. With Apple now having an online store of their own in Russia, that may be your best option.

If you are both on the T-mobile network, the sim card should work. If you did a Erase All Content and Settings, then she should be at the point of activation as a new device...talk to T-mobile and be sure the sim she is using is a valid sim card.

if you don't have a carrier then the sim card and punk code is irrelevant and you will not be able to use it
the only purpose of the sim card is to tie the phone to the carrier, and the puk code is a security code for the sim card
trow away the sim card and when you get a new carrier you will be given a new sim card by that carrier

Recently I got a gift Nokia E63 mobile, which is purchased from UAE.

I've just upgraded to the iphone 5 , done my sim code lock stay the same as the one connected to my iphone 4 or do I have to reset it??

Your sim code lock is from the cell service provider of the sim card. In that circumstance, it will remain the same. Note that there are several lock codes - passcode lock which you will find under settings, general which allows you to set a passcode lock so that only you can get into the phone by entering a series of digits (or word). If you restored your data from your previous phone onto your new phone, then this code (I believe) travels with the restored data. If you have set up your phone as a "new iphone" then you will need to manually set this up. Please note that autolock settings will override passcode - i.e. if you set autolock to 5 minutes but press the power button to lock off the screen, you will find that if you tap the home button before the autolock time sequence has finished and swipe to open, you can open the phone without entering the passcode (which could be a security problem). (on iphone 5, iOS 6.1.2)

That doesn't lock the SIM card, it just locks you out of the device.
If you forgot (or don't know) your passcode, restore the device from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, you will have to force it into recovery mode & restore as a new device.

That is very particularly bizarre situation that as far as I know can only be overcome by borrowing someone else's unlocked sim.

i upgraded it to the newest update and it came up sim locked enter three digit number to activate and then on the internet it said to restore it so i did that and now it says Sim locked insert a valid sim with no pin to activate :/

The ONLY place that can unlock a locked iphone is the carrier to which it is locked ( if they offer this service).
It sounds as if you may have a hacked/unofficially unlocked iphone and it locked back to the carrier when updated ( as it should if it is hacked).

Generally this is a sign that the iPhone had previously been
hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.

Does the app Cydia appear on your iPhone?
What does it say when you look at Settings=>General=>About=>Carrier?
