No sound effects on iPad Mini
I am trying to figure out why my sound effects dont work. I have the volume turned all the way up and have selected the Keyboard clicks and lock sound I can choose a ringtone and i hear it but no sound effects not even when i get an email. Any Suggestions?
Have you got notifications muted ? Only notifications (including games) get muted, so the Music and Videos apps, and headphones, still get sound.
Depending on what you've got Settings > General > Use Side Switch To set to (mute or rotation lock), then you can mute notifications by the switch on the right hand side of the iPad above the volume switch, or via control centre : swipe up from the bottom edge of the screen and it's the right-most of the 5 icons in the middle of it (if the icon is white then it's 'on', tap it to turn it grey and 'off'). Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)

Is it all browsers that you are having problems with, or is just Safari (and I assume that your last post means that other apps are ok) ?
If only Safari then try clearing its cache : Settings > Safari > Clear History And Website Data (Clear Cookies And Data on iOS 5, 6, 7 and also Clear History)
Close Safari via the iPad's taskbar (I'm assuming that your iPad is on iOS 7+) : double-click the home button to open the taskbar and then swipe or drag the Safari app's 'screen' up and off the top of the screen to close it, and click the home button to close the taskbar.
And do a soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
And then retry playing the videos. -

There's no option for this sound toggle in the US under "Sounds" on either the iPad or the iPhone. To disable the shutter sound, you need to mute the device. If yours does not mute even with the mute toggle, it's likely permanently enabled in your particular locale as King_Penguin mentioned.

I am having unwanted alert sounds on my ipad mini. I have looked at every setting and still cannot find the one that is causing the alert. Help, I do not want to turn off all sound.
The actual alert sound is set in the Settings App > Sounds > [then tap on the specific activity]. you might start there and see if you can determine which is using the Choo-choo sound. Once you determine that, you can go to the Notifications section and turn off the alert.

So, don't get desparete: try the things in the video.
There are people who reported having forgotten an audio-bluetooth connection activated with a turned-off sound-system or speakers... or forgot Air-Play turned on... so be sure you disengage bluetooth and/or airplay.
On the 'hardware side', dirty dock connector (30 pin) can make the iPad 'think' it is connected to external audio - if so, cleaning it with a dry toothbrush can fix. Also, moisture in the headphones connector can make the iPad switch to 'headphones' even without headphones connected, making it silent: check if you can hear things with headphones plugged in - if so, try gently inserting and removing headphones a few times and check if you get sound back to iPad's speakers alone. -

What this effectively does is to reset some of your Settings to factory default. It’s not a complete removal of settings. It removes all of your preferences for Wi-Fi, Bluetooth, Do No Disturb, Notifications, General, Sounds, Brightness & Wallpaper and Privacy. It doesn’t affect your data. All of your email accounts will remain intact, as well as any SMS text or iMessages.
