No sync instructions appear when I plug in my new Shuffle

I just purchased an IPod Shuffle and I plugged it in to my computer with ITunes open. Nothing happens. No instructions pop up to sync the new shuffle. What is wrong?

After hours of checking my computer's operating system, my anti-virus, which version of itunes I'm using, which port I'm trying, turning the computer on and off, looking for the ipod in the device manager under serial bus controllers (whatever they are) and trying my other ipod, i have discovered that to make the thing work all you need to do is PUSH THE CABLE ALL THE WAY INTO THE IPOD so that no metal shows. It appears as a second devise and isn't updating the old phone to the new devise. I phoned Apple Support and they want to charge me $120 to complete the request, very annoyed as this should just be standard when you get a new devise. All I want to do is take all the old information from my old phone, and put it on my new one.

I suggest you start your iPhone 5S setup over from the very beginning.
Do that by erasing the entire contents of your iPhone 5S. Do Settings > General > Reset > Erase all content and settings. That will, in fact, erase your iPhone 5S. You will then start with the "Welcome" screen. Enter your WiFi and Apple ID information. You will then be given the opportunity to set up as new or to set up using the iPhone 4S. That is what you are looking for.

Make sure that your music is in the format supported by the iPhone. I use either MP3 or AAC.
A friend had the same problem a while back. All his music was in the WMA format and is therefore not playable on the iPhone and would not copy. Once he converted his songs to MP3 they copied to his iPhone without problem.

Doublechecking. Have you also tried a complete uninstall of both iTunes and all the other related software components and then a reinstall? If not, try the instructions from the following document:

If anyone is reading this still looking for what caused the issue and how to fix it here is what I discovered.
The antivirus program our company uses, Bitdefender Antivirus Plus, was causing some of the PDF files not to open. After troubleshooting the different modules and settings the culprit was..
Scan SSL in Privacy Control Settings. Turning it OFF solved the problem and all the PDF files that previously would not open now open just fine. This issue has been sent to Bitdefender for them to review. If you use a different antivirus program and are having this issue try locating the Scan SSL setting and see if turning it off solves the problem.

It's possible that your new car audio system is not compatible with your older shuffle, or it may not be compatible with shuffles, period. You should consult the documentation for the car audio system (or its tech support) to check the list of compatible devices.
There is no firmware upgrade for an old shuffle with will make it work, if the car audio system does not support the device.
NOTE: As an alternative, you can buy an inexpensive USB flash drive. Maybe you already have one. Load it with your favorite songs. Here's one that barely sticks out of the USB port

I have been using my shuffle with this computer for about 5 years now and haven't had a problem until today. Now when I plug in the shuffle using USB port itunes shuts down. It doesn't have this problem with our ipod touch. I tried a different cable but that didn't fix it.

You restore the media to your new computer using the backup you made of your old computer before it died. You did backup your computer, right?
