Not being able to send iMessage to PHONE NUMBER, but able to send iMessage to E-MAIL ADDRESS

My sister's iPhone's iMessage setting "You can be reached for messages at" is set to her PHONE NUMBER and her APPLE ID e-mail ADDRESS. When I send a text message to her APPLE ID e-mail ADDRESS it goes as an iMessage and she receives an iMessage. However, when I send a text message to her PHONE NUMBER it goes as a TEXT message from my phone but is received as an iMessage on her end. She is able to send an iMessage when she sends a text message to my phone number.
Why is the text message to her PHONE NUMBER not going as an iMessage?

So far, I must say iMessage has not been very reliable.  It has taken much longer time to send out or receive iMessages because it has to go through Apple server to relay the message.  It also does not keep the message at server to relay at a later time if the recipient is not on 3G data or wifi.
If you go to your iPhone setting, under Messages, you will find that "Send As SMS" is turned on by default, meaning at any time if iMessage server is busy or has difficulty in relaying the message over to the recipient., your message will automatically be changed to regular SMS.  If you want to avoid that, you have to turn off "Send As SMS".  But by doing that, you may sometimes find messages not being delivered.

    Ok. You don't have to select your number. Just check your email under your "grey" number and then at the bottom of this page you will see the option "Start new conversations from". Select your number.

    ARe you provisioned by your cell provider to use MMS?
    Last option is to contact your cell provider as MMS is a carrier feature.

    - What happens when you try? Error message?
    - Is the email addrese listed on her iPod in Settings>Messages>Send and receive?
    - Is the same email address listed on your device in Settings>Messages>Send and Receive? If so it will not work.

    If your music was purcansed from the iTunes Store and your country allow is you can redownload it

    You will also need to authorise that computer so you can play the content.
    Ctrl B to turn on the top menu
    Store > Authorise this Computer...
    Type in your Apple ID and password and authorise.

    I had this very same problem when trying to activate iMessage and Facetime on my iPad. When I signed into my account, I actually wasn't even presented with the option of a phone number - notwithstanding the fact that I was contacting others (and being reached by others) by my phone number on my iPhone. Having both the iPad and the iPhone on, I kept trying to turn off and on both iMessage and Facebook in Settings on both my iPad and iPhone, hoping that that they would eventually sync. But this proposed solution by others was unsuccessful for me.
    Then, I found out what the problem was: When my iPhone was activated, it automatically registered my phone number for contact purposes. I was using iMessage on my iPhone for quite some time without actually being signed into my Apple ID account. When another device - such as an iPad or iPod - is being used for iMessage or Facebook, you are prompted to sign into your Apple account, using your username and password. These two devices will not register your phone number as an option for contact unless your iPhone is signed into your Apple account as well. In other words: your phone number will not be synced.
    Go into your "Settings" on your iPhone and click on "Messages". Scroll down and click on "Send & Receive" (which should be followed by your phone number). On the next page, you will be able to determine whether or not your iPhone is using the Apple ID for messaging purposes. (Note: This information applies for Facetime as well.) If it is using your Apple ID for messaging, than at the top, you will see "Apple ID: <your particular e-mail account>" in Blue text. However, if you are not using your Apple ID for messaging, than you will see the words: "Use your Apple ID for message". Even though below this you will see your phone number checked as the contact source, you will want to click the tab that says, "Use your Apple ID for message". Sign into your account (just as you must sign in for iMessage on your other devices), and just choose your phone number as the "Send & Receive" contact. (The option of the e-mail will be there too, but you don't have to check it. And later on, you can delete it as an option.)
    Now that all of your devices are signed in using your Apple ID, the other devices should register your phone number as a choice. It may take a little while, however. What I did was sign out of iMessage on my iPad, and then sign in again. If the option didn't appear, I just went back and signed in again, and kept doing this until the option for the phone number appeared.
    Again, this will work for Facetime as well. The solution is to sync your iPhone account with the other devices by using your Apple ID for messaging (and Facetime) purposes.

    Happy Holidays!  What version of Mac OS are you working with?  The article below will explain how to confirm your phone number is linked to your Apple ID for iMessage.  On your Mac, you should be able to remove the checkmark in front of your email address in the "You can be reached by iMessage at" and "Start New Conversations from" sections of iMessage settings.

    Add a contact with his e-mail address, and send a message to that contact. I would say integrate, but not 100% that it works. A new contact would work.

    After each step, toggle FaceTime and iMessage off and then on in Settings > Messages and Settings > FaceTime.
    Update to the latest version of iOS.
    Ensure that your iPhone is set to the correct time zone. Tap Settings > General > Date & Time.
    Note: If Set Automatically is on but the incorrect time zone is displayed, turn Set Automatically off and then choose the correct time zone, date, and time. Then turn Set Automatically on again.
    Ensure that FaceTime has not been restricted: Settings > General > Restrictions > FaceTime.
    Verify that you can send SMS messages. You need a valid SMS messaging plan to activate FaceTime.
    Contact your carrier to verify that there are no restrictions or blocks on text messages. Blocks on text messaging will prevent iMessage and FaceTime registration.
    If you are unable to activate iMessage or FaceTime on a device after remote wiping it, wait at least 24 hours and try again.
    If "Waiting for Activation" is displayed, leave FaceTime and iMessage enabled for 24 hours. Toggling FaceTime or iMessage off and on will cause the registration process to start over.

    I understand all of this Meg; that is why I bought an Iphone; but never expected my phone not even give a at least a 24 or even 12 hours....I work 12 hour shifts and also would expect to have to charge each night but not twice a day or more.  I am not always somewhere I can charge my phone.
