Notify requisitioner when requisition is converted to PO

Question

I have a requirement to trigger a Workflow whenever Purchase Requisition is converted to Purchase Order or Outline Agreement, then notify requisitionor that the PO or OA has been created for their PR. There is a thread posted October 2009. Unfortunately it was not answered.
I did SWELS and SWEL. Same objects displayed as described in the other thread.
Object Type Event
QCYBUS2012 CREATED
BUS2011 QUOTATIONCREATED
BUS2012 RELEASESTEPCREATED
FREBUS2012 CREATED
I added object FREBUS2012, event CREATED in SWETYPV. However, I can't figure out what Receiver Type should be. I tried WS20000075 (Workflow for release of purchase order). But it's not the workflow I need.
Please instruct me the steps I should do for this requirement. I appreciate all help.

Hello Kaiwan !
           I believe you have to use BUS2011 - quotation created or BUS2012 - created(should maintain change document in SWEC).
           You want to send just a mail to requisitioner.So, no need to create workflow.
           Go to SWE2/SWETYPV transaction.
           Click on "New entries" wherein enter the above mentioned business object and event.Enter the requisitioner's SAP logon user id in "Receiver type" and the "Receiver function module" as SWE_EVENT_MAIL.Check the check box for "Linkage Activated".
